New Delinquent Tax Law Time Line ~ Pet License |
The Office of the County Treasurer was established by the Michigan State Constitution (Article VII, Section 4). The four-year term of office is filled by partisan election. The duties and powers of the County Treasurer are provided by state law and by authorization of the county Board of Commissioners. The two main roles of the treasurer are as the custodian of all county funds and the collector of taxes. Additionally, the treasurer fulfills many other duties. |
The county receives money from several sources. The principal source of revenue is an ad valorem property tax. Other income is received from state and federal grants, interest income and various service and license fees. Many of the county's departments collect money in the course of their business. This money is periodically deposited with the treasurer, who is in a sense, the county's banker. Besides revenue items, the treasurer is responsible for large amounts of money in various trust and agency funds. These include such classes as circuit court trust, veterans' trust, special drainage districts and county road improvement projects. |
The office is responsible for accounting of all revenue coming to the county for investments of idle funds, for the securities and monies held in financial institutions; collection of delinquent property taxes; reconveyance of property; certification of deeds and plat maps and other documents pertaining to tax histories and litigations; also conducts the annual tax sale on behalf of the State Treasury. |
Some also serve as Treasurer and/or member of Building Authorities, Parks and Recreation Commissions, Library Boards, Local Development Companies, Economic Commissions, Planning Boards, Deferred Compensation Boards, Drainage Boards, and appointed Administrative Agents for Tax Administration Funds. |
The functions of this office are dictated by state statutes, under the guidance of the Bureau of Local Government Services Audit Division and the State Treasury Department. |

$175.00 forfeiture fee plus $20.00 recording fee added to all 2007 property taxes still remaining delinquent.
Interest changes to 1 1/2% computed Retroactive to the date of delinquency March 1, 2008. All property with Delinquent taxes are forfeited to the County Treasurer on this date. County Treasurer records the certificate of Forfeiture with the Register of Deeds. |

June 15, 2009 and March 1, 2010 |
Foreclosure petitions filed in Circuit Court, show cause hearings, foreclosure Hearings and Entry of Judgment to Quite title. Inspection fee and Publication fees added. |
March 31, 2010 |
Redemption rights of owner expire and any appeal rights must be handled through the Court of Appeals. |
Between
July, 2010 and November, 2010 |

December 1-30, 2010 |
Any unsold property transferred, with Consent to City, Village, or Township. Any unsold property not transferred will remain with the Foreclosing Governmental Unit. All sold property will be placed back on the tax rolls for the 2011 tax year. |
Several notices, newspaper publications and title searches take place during this time frame. All owners should receive proper notification before the foreclosure procedure is completed. This will give them the opportunity to redeem their property from this foreclosure sale. All costs of the foreclosure will be charged to the property owner including those listed above and any other charge incurred during the process.
