     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:   Commissioners Bengry, Elegeert, Rivard, Ruohomaki, Schultz

 

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the minutes of the April 8, 2008.  MOTION CARRIED.

 

  IV. APPROVAL OF AGENDA

      Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to approve the agenda as presented.  MOTION CARRIED.

PUBLIC HEARING RE:  BROWNFIELD RESOLUTION

 

Public Hearing 5:17 p.m.   Closed 5:20 p.m.

 

Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to close the public hearing at 5:20 p.m.  MOTION CARRIED.

 

   IX. COMMITTEE REPORTS:

  1. Administrator’s Report.

          Moved by Commissioner Rivard and seconded by Commissioner Schultz to receive the Administrator’s verbal report.  MOTION CARRIED.

 

   X. GENERAL ORDERS OF BUSINESS

 

  VI. UNFINISHED BUSINESS

1. Superior Health Code.

         Barb Chenier, Director Delta-Menominee Health Department, Ad Committee held two session in Delta County and two sessions in Menominee County, next week sessions will be held at the county township associations, then sessions for the public, comments will be reviewed, after final draft, public hearings will be held.  Moved by Commissioner Bengry and seconded by Commissioner Rivard to accept the Director’s report.  MOTION CARRIED.    

 

 B. NEW BUSINESS

    1. Payment of Bills.

            None.

 

         2. Resolution of Intent for Establishing a Brownfield Authority.

            Moved by Commissioner Rivard and seconded by Commissioner Schultz to set the number of members on the Brownfield Redevelopment Authority at five.  MOTION CARRIED.

    

            Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to adopt a Delta County Brownfield Redevelopment Authority Resolution, as presented.

  MOTION CARRIED.

 

            Moved by Commissioner Rivard and seconded by Commissioner Schultz to authorize the County Clerk and the Chairman to execute any documents needed for filing the Delta County Brownfield Authority with the Secretary of State Office.  MOTION CARRIED.

 

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to appoint Peter Van Steen to the Brownfield Authority.  MOTION CARRIED.

 

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to set the date for the appointments to the Authority at the May 6th.  MOTION CARRIED.

 

            Moved by Commissioner Schultz and seconded by Commissioner Rivard to authorize Administrator Erickson and Mr. Van Steen to attend to the Grant Workshop in Chicago on April 29th and 30th (which is grant reimbursable).  MOTION CARRIED.

 

            Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to authorize Administrator Erickson and Mr. Van Steen to attend the EPA Brownfield Conference in Detroit on May 5th through May 7th (grant reimbursable).  MOTION CARRIED.

 

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the following procedure to select a consultant for the grant activities:

 

            1. Solicit Requests for Qualifications

            2. Identify Qualified Consultants

            3. Solicit Requests for Proposals.

 

MOTION CARRIED.

 

 

 

 

    3. Delta County Investment Policy.

            Moved by Commissioner Schultz and seconded by Commissioner Bengry to adopt a Resolution Authorizing Investment of County Funds Approving County Investment Policy requiring the Treasurer to provide quarterly investment reports to the County Board.  MOTION CARRIED. 

 

         4. Airport Issues.

            Connie Ness, Airport Manager, presented the Ad Hoc Committee recommendations to the Board.  $28,300 shortage in this year’s budget.  Moved by Commissioner Schultz and seconded by Commissioner Bengry to receive the recommendations and take into consideration.  MOTION CARRIED.  Bengry opposed.

 

  XI. GENERAL PUBLIC COMMENT

      Barb Chenier, Director Delta-Menominee Health Department, this week celebrating Public Health Awareness – Climate Change Our Health is in the Balance, open house in conjunction with the American Red Cross and the Escanaba Tribal Center.  Wanted to thank the Board, Administrator and Maintenance for their support with the  improvements made at the Health Department.

 

     Mike Larrabee, Chairman Road Commission, let the Airport Manager manage.

      

 XII. COMMISSIONERS CONCERNS

      Commissioners Bengry:  Sent a card thanking Diane Matthews for her service to the County.

 

      Commissioner Rivard:  None.

 

      Commissioner Ruohomaki:  Share Com. Rivard’s frustration with the accounting problems between the Airport and the County. Meet with our auditor to get straightened out.

 

      Commissioner Schultz:  Need to give direction to the Airport and Parks as to what the Board is expecting.  Need to resolve issues before us now.  How does the Board want to address their responsibilities in these issues.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve County Commissioners to attend the UP County Commissioners Spring Conference in L’Anse on May 9th and 10th.  MOTION CARRIED.

 

      Commissioner Elegeert: None.
