Moved by Commissioner Rivard and seconded by
Commissioner Schultz to approve the minutes of the
IV. APPROVAL OF AGENDA
Moved by Commissioner Schultz and seconded by
Commissioner Rivard to amend the agenda adding New Business Item 5. Non-union,
non-elected employees contract to Finance. Bengry objected. MOTION FAILED. Moved by Commissioner Schultz and seconded by
Commissioner Rivard to adopt the agenda as presented. MOTION CARRIED. Bengry opposed.

1. Payment of Bills.
Moved by Commissioner Schultz and seconded by
Commissioner Bengry to approve the bills in the amount of $199,164.60, as
presented. MOTION CARRIED.
2. ORV
Ordinance.
Moved by Commissioner Schultz and seconded by
Commissioner Ruohomaki to table for Road Commission recommendations. MOTION CARRIED.
3. Courthouse
Contract Re-opener.
Moved
by Commissioner Ruohomaki and seconded by Commissioner Rivard to appointment
Commissioners Schultz and Rivard to continue as the negotiating team for the
Courthouse union contract negotiations. MOTION CARRIED.
4. Pathways
re: Jail Service.
Moved
by Commissioner Bengry and seconded by Commissioner Schultz to appoint
Commissioner Ruohomaki (Jail Liaison) to meet with Pathways, the Sheriff, and
the Administrator regarding funding mental health services provided for the
jail. MOTION CARRIED.
5. Finance
Committee meeting of
Moved by Commissioner Schultz and seconded by
Commissioner Ruohomaki to increase the insurance cap by 7.25%. MOTION CARRIED.
Moved by Commissioner Schultz and seconded
by Commissioner Ruohomaki to adopt the minutes of the Finance and place on
file. MOTION CARRIED.
XI. GENERAL PUBLIC COMMENT
Rob VanEffen, Delta County Road Commission Manager, addressed the Board
explaining the delay in the ORV Ordinance because of serious safety
concerns. Meeting with Tim Kobasic and
SORVA to work these issues out before the Road Commission makes its
recommendations.
XII. COMMISSIONERS CONCERNS
Commissioners Bengry: Questions regarding Finance Committee and
offer to non-union, non-elected employees.
Commissioner Ruohomaki: In the bid process for a new phone system for
the courthouse and Sheriff’s department.
The new policy should ensure vendors should feel fairly treated.
Commissioner Rivard: Joint Governmental
Committee is interested in the bulk program.
Thanked Airport Manager Connie Ness for getting on board with the bulk
fuel program.
Commissioner Schultz: Non-union, non-elected employees were told
that offer would be added to agenda this evening.
Commissioner Elegeert: Adopted procedure for RFP’s. Vendor’s questions are to be directed to
Administration.

appointments to Airport Board, Parks Board, Construction and Zoning Board of
Appeals and the Planning Commission.
APPOINTMENTS:
Moved by Commissioner Bengry and
seconded by Commissioner Rivard to appoint Michael Parrett, Tom Pairolero, Bill
Kwarciany and John Winneroski to the Building Authority. MOTION CARRIED.
