Prosecutor’s salary.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to
recommend changing the benefits of the Prosecutor to Defined Contribution and
shifting most of the difference to the Prosecutor’s salary ($90,000) for a
savings of $2,891 to Delta County.

BUSINESS
1. Rules
of Procedure.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to recommend
changing item 8 of the Committee of the Whole Procedures (dated 6/11/06) to
state “consent of the majority of the County Commissioners.” MOTION CARRIED.
2. Appointments.
Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to
recommend that the Administrator make a list of committees that the Board
appoints by district. MOTION CARRIED.
3. Payment of Bills Procedure.
Moved by Commissioner Ruohomaki
and seconded by Commissioner Schultz to recommend eliminating the procedure
requiring a Commissioner to review the bills each month as they are reviewed by
the

Agenda.
Moved by Commissioner Rivard and seconded by
Commissioner Ruohomaki to recommend adopting the additions to the agenda format
as presented (item VI. Approval of the Agenda and item XIV. Meeting Schedule). MOTION CARRIED.
5. Health
Insurance Options.
No action taken. Referred to
budget meetings.
6. Jail
Sergeants.
Moved by Commissioner Bengry and seconded
by Commissioner Rivard to recommend the transfer of $2,372.04 to the
corrections budget from the prisoner transport line item to provide two sergeants
as shift supervisors for the jail, as recommended by MMRMA. MOTION CARRIED.
7. Director
of Maintenance and Housekeeping Position.
Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to
refer to the personnel committee - committee of the whole to explore options in
replacing the Director of Maintenance and Housekeeping position. MOTION CARRIED.
8. Policy
Manual.
Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to
refer to the personnel committee for review, discussion and recommendations and
recommendations for enforcement. MOTION
CARRIED.
9. Request
from AFSCME for Special Conference.
Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to
refer to the Personnel Committee to set a date.

10. Parks
Draft Resolution.
Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to send
the Parks Resolution, with the Administrator’s recommendations attached, to the
county attorney for review. MOTION
CARRIED.
11. Request
for 40 hour week for Clerk and Register of Deeds.
Moved by Commissioner Schultz and seconded by Commissioner Rivard to
recommend approving additional 5 hours per week for the two Register of Deeds
deputies and 20-25 hours for the part time employee to continue the automation
project through

by Commissioner Ruohomaki to recommend approving up to 40 hours per week for
the two County Clerk employees due to the May school elections, effective
January 8th through May 12th. MOTION

PUBLIC
COMMENT
Rory Mattson, Delta County Soil Conservation District, stated his
concerns with the changes in the Airport and Parks Boards. Conservation Districts have funds available
for Parks, if the Conservation District is administering.
Sheriff
Ballweg stated his concerns with the County Policy Manual.
