seconded by Commissioner Ruohomaki to amend the budget to include funds for the
courthouse security officer. MOTION

and seconded by Commissioner Ruohomaki to receive the Administrator’s report
and place on file. MOTION CARRIED.

Committee of the Whole Recommendations.

1.
Prosecutor’s salary.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to
change the benefits of the Prosecutor to Defined Contribution and shifting the most
of the difference to the Prosecutor’s salary ($90,000) for a savings of $2,891
to

1. Rules
of Procedure.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve
the Rules of Procedure as presented.
MOTION CARRIED.
3. Payment of Bills Procedure.
Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to change
the procedure requiring a Commissioner to review the bills each month – the
Administrator will review the bills and present a statement as such to the
board to sign, with the option for any Commissioner to review the bills at any
time. MOTION CARRIED.
4. Agenda.
Moved by Commissioner Rivard and seconded by Commissioner Schultz to
adopt the additions to the agenda format as presented (item VI. Approval of the
Agenda and item XIV. Meeting Schedule).
MOTION CARRIED.
6. Jail
Sergeants.
Moved
by Commissioner Schultz and seconded by Commissioner Rivard to transfer of
$2,372.04 to the corrections budget from the prisoner transport line item to
provide two sergeants as shift supervisors for the jail, as recommended by
MMRMA. MOTION CARRIED.
10. Parks
Draft Resolution.
Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to
send the Parks Resolution, with the Administrator’s recommendations attached,
to the county attorney for review.

11. Request
for 40 hour week for Clerk and Register of Deeds.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to
approve additional 5 hours per week for the two Register of Deeds deputies and
20-25 hours for the part time employee to continue the automation project
through

Clerk employees due to the May school elections, effective January 8th through

Ratification of Board Assignments.

by Commissioner Schultz and seconded by Commissioner Rivard to ratify the Board
Assignments as presented. MOTION
CARRIED.
2.
Adoption of Rules of Procedure.
Moved
by Commissioner Bengry and seconded by Commissioner Ruohomaki to adopt the
Rules of Procedure to include the Committee of the Whole procedures. MOTION FAILED.
Moved
by Commissioner Schultz and seconded by Commissioner Ruohomaki to review the
Committee of the Whole procedures and put into the Rules of Procedure format
for resubmission at the next meeting.

BUSINESS
1. Payment of Bills.
Moved
by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve
payment of the bills in the amount of $578,322.17. MOTION CARRIED.
2. Airport Five Year Plan.
Moved by Commissioner Bengry and seconded
by Commissioner Schultz to receive the Airport Five Year Plan and place on
file. MOTION CARRIED.
3.
Airport/Sheriff Boat Storage Agreement.
Moved
by Commissioner Schultz and seconded by Commissioner Ruohomaki to receive the
Airport/Sheriff Boat Storage Agreement and place on file. MOTION CARRIED.
4.
Transfer of Weighmaster Duties.
Moved
by Commissioner Schultz and seconded by Commissioner Bengry to authorize the
Administrator, Sheriff and Road Commission to draft a contract to be brought
back to the Board for approval. MOTION
CARRIED.
5.
Adoption of Depository Resolution.
Moved
by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the
Depository Resolution as presented.
MOTION CARRIED. Commissioner
Rivard abstained from the vote due to a relationship with one of the
depositories listed.
6.
Gunlach Champion.
Moved
by Commissioner Schultz and seconded by Commissioner Bengry to approve the
report for the jail from Gunlach Champion as presented. MOTION CARRIED.
7.
Patrol Car Purchases.
Moved by Commissioner Bengry and
seconded by Commissioner Rivard to approve the purchasing locally 3 new Dodge
Patrol Cars from Riverside Auto. Two
will be paid from the Road Patrol millage and the third from a Hannahville 2%
grant. MOTION CARRIED.

Rory Mattson, Delta County Conservation District, updated the Board on
timber sales. County received $200 from
a small sale at Roland, $25,000 from the Ren Zone, the

Bengry: Stated his concerns with the Prosecutor’s pay raise.
Commissioner Rivard: None.
Commissioner Ruohomaki: None.
Commissioner
Schultz: The Prosecutor’s salary was not a pay raise
but a shifting of benefits. Moved by
Commissioner Schultz and seconded by Commissioner Ruohomaki to hold the April
10 Statutory meeting at
Commissioner
