     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:  Commissioners Bengry, Rivard, and Schultz.

EXCUSED:  Commissioners Elegeert and Ruohomaki.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Rivard and supported by Commissioner Bengry to approve the minutes of the February 20, 2007 meeting.  Commissioner Bengry opposed.  MOTION CARRIED.

       Moved by Commissioner Rivard and supported by Commissioner Bengry to approve the minutes of the February 20, 2007 Committee of the Whole meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Rivard and supported by Commissioner Bengry to approve the agenda as presented.  MOTION CARRIED.

          Moved by Commissioner Bengry and supported by Commissioner Rivard that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

2. Administrator’s Report.

        Moved by Commissioner Bengry and seconded by Commissioner Rivard to receive the Administrator’s report and place on file.  MOTION CARRIED

    

  XI. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS    

          1. Airport Board Terms of Office.

             Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the Airport Board terms of office as presented. MOTION CARRIED.

 

          2. Park Commission Terms

             Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the Parks Commission terms of office as presented.  MOTION CARRIED.

 B.  NEW BUSINESS

1.  Payment of Bills.

              Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve payment of the bills in the amount of $ 691,997.51.  MOTION CARRIED.

 

          2. Recommendation from Airport Board on Air Carrier.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to recommend that Mesaba be awarded the Essential Air Service Carrier for Delta County as also  recommended by the Airport Board.  MOTION CARRIED.

 

          3. Grant Requests.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to authorize Child and Family Services of the U.P., Inc. application for a Hannahville Grant as presented.  MOTION CARRIED.

 

          4. 2006 Comprehensive Report - CUPPAD.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to adopt the Resolution Concurring with the 2006 Comprehensive Economic Development Strategy (CEDS) Document.  MOTION CARRIED.

 

          5. Request from Prosecutor to Purchase Projector.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the purchasing of a projector for the Prosecutor’s office at a cost of $1,440.30 for power point presentations in court cases.  MOTION CARRIED.

 

          6. Bids on Grounds Maintenance.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the bids from The Grounds Nursery for $695 for the Michigan Works Building, $3,292 for the Service Center, and $2,536 for the Courthouse grounds maintenance.  MOTION CARRIED.

 

          7. Quote on replacement Postage Machine.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve purchasing a postage machine from the Office Planning Group for $13,407 with a $75/month meter fee, and $1,160 annual maintenance fee.  MOTION CARRIED.             

 

 

 

          8. Request from Prosecutor for 40 hours for J. LaCarte.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to refer to Finance Committee of the Whole. MOTION CARRIED.

 

          9. Request from Prosecutor for key for J. LaCarte.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to include with previous motion.  MOTION CARRIED.

 

         10. County Purchase Policy.

         Moved by Commissioner Rivard and seconded by Commissioner Bengry to refer to the Personnel Committee of the Whole meeting. MOTION CARRIED.

 

         11. Information Technology Job Description and Posting.

         Moved by Commissioner Rivard and seconded by Commissioner Bengry to put on the March 20th agenda.

 

         12. Police Protection Agreement with Escanaba Township.

         Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the Police Protection Agreement between  Escanaba Township and the Delta County Sheriff to enforce Escanaba Township ordinances.  MOTION CARRIED.

 

 XII. GENERAL PUBLIC COMMENT

      Commissioners Rivard:   None.

 

      Commissioner Ruohomaki: None.

 

      Commissioner Bengry:    None.

      Commissioner Schultz:  Would like the Administrator to respond to MAC request for input on court funding.

 

      Commissioner Elegeert:  None.

 

XIV.  MEETING SCHEDULE.

      Committee of the Whole Tuesday March 13th at 1:00 p.m. at the State Office Building. 

      Public Hearing on the Animal Control Ordinance at 5:15 on March 20th..
