     A Statutory meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Rivard, Ruohomaki and Schultz.

ABSENT:   None.

          The meeting was called to order at 1:30 p.m. in the Conference Room of the State Office Building by Delta County Clerk, Nancy Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and supported by Commissioner Ruohomaki to approve the minutes of the April 3, 2007 meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Rivard and seconded by Commissioner Ruohomaki to add item 7. Budget Workshop to the agenda.  MOTION CARRIED unanimously.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the agenda.  MOTION CARRIED.

           

 VII.  PRESENTATATION OF WRITTEN COMMUNICATIONS

        A. Received:  1. Resolution from Van Buren County Board.

        B. Forwarded: 1. Copy of letter to Gary LaPlant.

 

  VIII. REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

1.    Public Health Board minutes of 1-17-07

VIII.  REPORTS OF SPECIAL COMMITTEES AND OTHERS.

          Moved by Commissioner Rivard and supported by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

                                                   

IX.   PUBLIC COMMENT ON AGENDA ITEMS

      Cheryl Hanson, Delta Menominee Health Department, addressed the Board regarding heat concerns in their computer server room at the Delta County Service Center.

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

     Moved by Commissioner Schultz and seconded by Commissioner Rivard to send a letter to our legislators regarding legislation to require local governments to participate in MI Deal and to have it put on the agenda for UPACC.  MOTION CARRIED.

 

        Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to receive the Administrator’s report and place on file.  MOTION CARRIED.

 

2.  Personnel Committee minutes of 3-27 & 3-28-07.

         Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the minutes of March 27 and March 28, 2007. MOTION CARRIED.

    

  XI. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS    

 B.  NEW BUSINESS

1.  Payment of Bills.

              Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to approve payment of the bills in the amount of $ 68,396.54.  MOTION CARRIED.

 

 

 

          2.  Equalization Report.

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the Equalization Report for 2007 with an Equalized Value of $1,359,825,812 as presented By Equalization Director Rick Lindstrom.  MOTION CARRIED.

 

          3.  Parks Fees for 2007.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the Delta County Parks fees as recommended by the Parks Board.  MOTION CARRIED.

 

          4.  Police Protection Agreement – Masonville Township.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve the Agreement for Police Protection with Masonville Township as presented.  MOTION CARRIED.

 

          5.  Heating Concerns – Health Department.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to authorize Delta Menominee Public Health’s installation of a cooling unit for their computer server room, the county not to finance, and to refer to Building and Grounds if necessary, to insure that it is properly installed. MOTION CARRIED.

 

          6.  Road Commission Districts.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to send a letter to Representatives Casperson and Lahti requesting Road Commission Districts as an option for counties.

          7.  Budget Workshop.

          Moved by Commissioner Rivard and seconded by Commissioner Schultz to approve out of county travel for Commissioners to attend a Budget Workshop in Kingsford in May.  MOTION CARRIED.

       None.

 

XIII. COMMISSIONERS CONCERNS

      Commissioners Rivard: MERS presentation, and Road Commission applications.

 

      Commissioner Ruohomaki: MERS retirement and BCBSM insurance presentations.

 

      Commissioner Bengry:    None.

      Commissioner Schultz:   Road Commission 5 member Board.

      Commissioner Elegeert:  None.
