PRESENT:  Commissioners Bengry, Elegeert, Rivard, Ruohomaki and Schultz.

ABSENT:   None.

          The meeting was called to order at 1:30 p.m. in the Conference Room of the State Office Building by Chairman Elegeert.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the minutes of the April 10, 2007 meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve the agenda.  MOTION CARRIED.

 VIII. REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

          Moved by Commissioner Schultz and seconded by Commissioner Rivard that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

      

     Presentation: Delta County Jail Study by Gundlach Champion.

 

Recessed at 2:23 p.m. and reconvened at 2:30 p.m.

 

IX.   PUBLIC COMMENT ON AGENDA ITEMS

      None.

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

     Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to allow Board members to attend the Special Conference with AFSCME on April 26th.  MOTION CARRIED.

 

     Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to have the Personnel Committee to meet with the Administrator to establish guidelines for the Maintenance Director  interviews.  MOTION CARRIED.

 

     Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve out of county travel to Marquette to attend the MERS Regional Meeting on May 17, 2007.  MOTION CARRIED.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to receive the Administrator’s report and place on file.  MOTION CARRIED.

1.  Payment of Bills.

              Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve payment of the bills of April 3rd in the amount of $ 686,213.08.  MOTION CARRIED.

 

 

 

 

 

          2.  Road Rage Awareness Week.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to adopt a resolution proclaiming July 15 – 21, 2007 as Road Rage Awareness Week.  MOTION CARRIED.

 

          3.  Prosecutor’s Request – Summer Intern.

          Moved by Commissioner Schultz and seconded by Commissioner Bengry to authorize the Prosecutor to hire a summer intern (a third year Cooley Law School student Jessica Pelto)as requested.  MOTION CARRIED.

 

4.  Planning Commission Case No. 3-07-PC.

          Case 3-07-PC, Mike and Julie Elliott and Francis Gudwer, Baldwin Township.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the request to rezone from Agricultural Production to Resource Production as recommended by the Planning Commission.

Planning Commission Case No. 4-07-PC.

          Case 4-07-PC, Francis Gudwer, Baldwin Township.  Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the request to rezone from Agricultural Production to Resource Production as recommended by the Planning Commission.

          5.  Airport Plan Signature – Five Year Plan Project.

          Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve the 2007 Airport Construction Project as presented, as part of the Five Year Plan,at a cost of $296,000 with the local share of $7,400. MOTION CARRIED.

 

          6.  Airport Manager Contract.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to refer to the Personnel and Finance Committee (Committee of the Whole) for review on Tuesday April 24th at 1:30 p.m.

          7.  Prosecutor’s Letters Requested by D. Bengry.

          Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to seek a legal opinion regarding Peter Mark not being allowed to finish his term on the Airport and Parks Board as appointed in November 2005.

 XII.  GENERAL PUBLIC COMMENT

       Bill Finlan addressed the Board regarding his concerns regarding Peter Mark’s appointment.

       William Nelson addressed the Board with his concerns regarding Road Commission appointments and also regarding  building permit requirements.

       William T. Nelson addressed the Board concerning legal fees and settlement in the Road Commission lawsuit against him.
