ROLL CALL

PRESENT:  Commissioners Bengry, Rivard, and Schultz.

EXCUSED:  Commissioners Elegeert and Ruohomaki.

          The meeting was called to order at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse by Delta County Clerk Nancy J. Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the minutes of the June 5, 2007 meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the agenda.  MOTION CARRIED.

           

 VII.  PRESENTATATION OF WRITTEN COMMUNICATIONS

        A. Received:  Resolution from Livingston County.    

        B. Forwarded: No written communications were forwarded.

 

 VIII. REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

          Moved by Commissioner Rivard and seconded by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

IX.  PRESENTATION ON DELTA COUNTY HOMELESS

     Major Bill Cox of the Salvation Army gave a presentation on the Campaign to End Homelessness in Michigan.

             

IX.  PUBLIC COMMENT ON AGENDA ITEMS

     None.

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

 

        3. Request to Waive Fees.

        Moved by Commissioner Bengry and seconded by Commissioner Rivard to waive the building and zoning permit fees for Nahma Township and the Nahma Township Historical Society to build a protective canopy over Locomotive #5.  MOTION CARRIED.

 

        4. Letter of Agreement.

        Moved by Commissioner Rivard and seconded by Commissioner Bengry to refer to legal counsel for an opinion and then to Committee of the Whole, with Mr. Buckland, prior to next regular Board meeting.  MOTION CARRIED.

 

     Moved by Commissioner Bengry and seconded by Commissioner Rivard to receive the Administrator’s report and place on file.  MOTION CARRIED.

  

     2.  Finance Committee meeting of 6-8-07.  

     Moved by Commissioner Bengry and seconded by Commissioner Rivard to table until the next Board meeting.  MOTION CARRIED.

 

     Moved by Commissioner Bengry and seconded by Commissioner Rivard to receive the minutes and place on file.  MOTION CARRIED.

 

  XI. GENERAL ORDERS OF BUSINESS

 B.  NEW BUSINESS

1.  Payment of Bills.

          Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve payment of the Commissioner Ruohomaki’s voucher for $345.95 for per diem and travel as presented.  MOTION CARRIED.

 

2.  Planning Commission Case No. 10-07-PC.

          Case 10-07-PC, David J. Moberg, Nahma Township.  Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the request to rezone from Resource Production to Rural Residential as recommended by the Planning Commission.

          3.  Hazardous Materials Plan Resolution.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to adopt the Delta County Hazard Mitigation Plan Resolution as presented.  MOTION CARRIED.

 

          4.  Treasurer’s Request.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the Treasurer’s request for a vacation relief person as presented.  MOTION CARRIED.

 

          5.  Clerk’s Request.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to approve the Clerk’s request for up to 40 hours per week for her employees through December 31, 2007 with a benefit rate and T & A account for MERS benefits.  MOTION CARRIED.

 

          6.  Tom Elegeert letter.

          Moved by Commissioner Bengry and seconded by Commissioner Rivard to appoint Commissioner Rivard as the alternate to the Delta Menominee Health Board.  MOTION CARRIED.      

      

XII.  GENERAL PUBLIC COMMENT

       Sandra Buckland addressed the Board with her concerns with lack of communication and reports in regards to MERS.

 

       Duane Buckland addressed the Board with his concerns regarding letter of agreement from the Union being sent to MERS. 

 

       Rory Mattson, Ford River Township resident, no reported problems in Ford River Township regarding the County ORV Ordinance.

 

       Kaye Rowlands, AFSCME Union President, addressed the Board regarding why the Union presented their own letter of agreement as the Union was directed to do so at the last meeting.

 

XIII. COMMISSIONERS CONCERNS

      Commissioners Rivard:   Concerns over MERS issue, needs to be settled, would like to have a MERS representative present at the Committee of the Whole meeting.

 

      Commissioner Ruohomaki: None.

 

      Commissioner Bengry:  Memorandum of Desotell lawsuit settled by MMRM. 

 

      Commissioner Schultz:   None.

      Commissioner Elegeert:  None.
