     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

PRESENT:  Commissioners Bengry, Elegeert, Rivard, and Schultz.

EXCUSED:  Commissioner Ruohomaki.

          The meeting was called to order at 5:15 p.m. in the  Circuit Courtroom of the Delta County Courthouse by Delta County Clerk Nancy J. Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the minutes of the June 19, 2007 meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Rivard and seconded by Commissioner Bengry to add new business 5. Brownfield.  MOTION CARRIED unanimously.  Moved by Commissioner Schultz and seconded by Commissioner Bengry to add new business item 6. Health Department Restructure.  MOTION CARRIED unanimously.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

      

IX.   PUBLIC COMMENT ON AGENDA ITEMS

      None.

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

3. Defibrillators.     

     Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve purchasing 14 defibrillators for the county patrol cars and county buildings at $1,275 each with funds received from the MMRMA dividends.  MOTION CARRIED.

 

     Moved by Commissioner Rivard and seconded by Commissioner Schultz to receive the Administrator’s report and place on file.  MOTION CARRIED.

 

     2. Finance Committee Meeting of 6-8-07.

     Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the compensation packages negotiated by the Chief Assistant Prosecutor (salary $60,720 with a savings of $1,792 to the County), the Assistant Prosecutor (salary $49,500 with a savings of $1,987 to the County), and the Magistrate ($47,000 with a savings of $8,050 to the County) by going to Defined Contributions plans for a total savings of $11,829.

         Moved by Commissioner Schultz and seconded by Commissioner Rivard to receive the minutes and place on file. MOTION CARRIED.

    

  XI. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS    

 B.  NEW BUSINESS

1.  Payment of Bills.

              Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve payment of the bills in the amount of $ 1,018,179.91.  MOTION CARRIED.

 

          2.  Appointment to DATA–City of Escanaba Representative.

          Moved by Commissioner Rivard and seconded by Commissioner Schultz to appoint Ken Jussila to the DATA Board as recommended by the City of Escanaba, if Mr. Jussila is fully retired from DATA.  MOTION CARRIED.

 

          3.  Airport Contracts.

          Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the State contracts for the Airport projects for LED lights for the taxiway, including vault work and supplemental windcones and design of a snow removal equipment building, as presented.  MOTION CARRIED.

 

4.  Purchase Agreement.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the purchase agreement with Ruedebusch Development and Construction, Inc. to purchase the parcel in the Red Pine West Industrial Park for $104,160.

          5.  Brownfield Sites.

          Moved by Commissioner Rivard and seconded by Commissioner Schultz to direct the Administrator to look into setting up a County Brownfield Committee.  MOTION CARRIED. 

 

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve a letter of support for the Delta County Conservation District to do a study on the Escanaba River.   MOTION CARRIED.

 

 

          6. Health Department Restructure.

          Moved by Commissioner Schultz and seconded by Commissioner Rivard to have the Administrator to work with the Delta Menominee Health Department Board and the Menominee County Administrator to look at restructuring the Delta Menominee Health Department.  MOTION CARRIED.

        

 

 XII. GENERAL PUBLIC COMMENT

      None.

 

XIII. COMMISSIONERS CONCERNS

      Commissioners Rivard:  None.

 

      Commissioner Ruohomaki: None.

 

      Commissioner Bengry:   None. 

      Commissioner Schultz:  Important for Commissioners to attend the upcoming Delta Menominee Health Department hearing.

 

      Commissioner Elegeert:  The Board passed a resolution in opposition to HB 4780 legislation to transfer township responsibilities to the county – hand carried to MAC, which is also in opposition, but is willing to work with the legislature.
