PRESENT:  Commissioners Bengry, Elegeert, Rivard, and Schultz.

 

EXCUSED:  Commissioner Ruohomaki.

          The meeting was called to order at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse by Delta County Clerk Nancy J. Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the minutes of the September 18, 2007 meeting.  MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the agenda as presented.  MOTION CARRIED.

        Moved by Commissioner Bengry and seconded by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

      

IX.   PUBLIC COMMENT ON AGENDA ITEMS  

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

        Moved by Commissioner Bengry and seconded by Commissioner Rivard to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

  XI. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1. Superior Health Code.

 

 B.  NEW BUSINESS

1. Payment of Bills.

             Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve payment of the bills in the amount of $ 4,508,097.50.  MOTION CARRIED.

 

          2. Mark Esqueda re: Veterans Recognition Program.

             Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve using the Circuit Courtroom for a event in honor of Pearl Harbor Day on December 7, 2007.  MOTION CARRIED.

 

          3. MDOT Contract.

             Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve a Resolution approving a Specialized Services Operating Assistance Program Agreement No. 2007-0200 Z2 for FY 2008 with MDOT.   MOTION CARRIED.

            

4. Set Tax Millage.

             Moved by Commissioner Schultz and seconded by Commissioner Bengry adopt Option 4: to set the Delta County Tax Millage at 7.3369 mills, returning the millage rate to the maximum allowable rate with the amount due from the Convention Facility and Cigarette Tax revenues to be divided according to the required formulas.  MOTION CARRIED.

 

          5. 2007 Apportionment Report.

             Moved by Commissioner Rivard and seconded by Commissioner Bengry to adopt the 2007 Apportionment Report as presented by Equalization Director Rick Lindstrom.  MOTION CARRIED. 

 

          6. Grant Approval re: Escanaba River Cleanup.

             Update by Commissioner Rivard.

 

 

          7. Planning Commission Case 16-07-PC.

             Case 16-07-PC, Elaine Mills, Wells Township. Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the request to rezone from Rural Residential to Town Development as recommended by the Planning Commission.

          8. Community Corrections Grant.

             Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve the West-Central UP Community Corrections Program Grant Application as presented.  MOTION CARRIED.

 

 XII. GENERAL PUBLIC COMMENT

    Rory Mattson, Director Delta County Conservation District, thanked the Board for the budget appropriations to the Conservation District.

 

XIII. COMMISSIONERS CONCERNS

      Commissioners Rivard:  Moved by Commissioner Rivard and seconded by Commissioner Schultz to send a resolution in support of 911 funds going to the County and not the State, to Rep. Casperson.  MOTION CARRIED.

 

      Commissioner Ruohomaki: Commissioner Elegeert read a statement from Commissioner Ruohomaki stating his concerns regarding evaluations for elected officials and department heads.

 

      Commissioner Bengry:  None.  

 

      Commissioner Schultz: Stated his concerns regarding the press article regarding elected official and department head raises.

 

      Commissioner Elegeert:  None.

 

XIV.  MEETING SCHEDULE.

      Friday and Saturday October 12 & 13th Commissioners meeting in Baraga.

 

      Tuesday October 16th Board Meeting at 5:15 p.m. Circuit Courtroom.

 

XV.  NOTICES – Appointments will be made October 16th.

 

XVI.  ADJOURNMENT

      

      Moved by Commissioner Schultz and seconded by Commissioner Rivard to adjourn at 6:00 p.m.  MOTION CARRIED.
