     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Rivard, Ruohomaki and Schultz.

 

ABSENT:   None.

         The meeting was called to order at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse by Delta County Clerk Nancy J. Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the minutes of the November 6, 2007 meeting.    MOTION CARRIED.

 

  VI.  APPROVAL OF AGENDA

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to move November 13 Committee of the Whole meeting minutes to item 3. MOTION CARRIED.  Moved by Commissioner Ruohomaki and seconded Commissioner Schultz to approve the agenda as amended.  MOTION CARRIED.

           

 VII.  PRESENTATATION OF WRITTEN COMMUNICATIONS

        A. Received: 1. Investment Portfolio from Treasurer.

                    

        B. Forwarded: 1. Copy of Letter to UP Reps and Governor.

           

VIII. REPORTS OF STANDING AND REGULAR SPECIAL COMMITTEES AND OTHERS

VIII. REPORTS OF SPECIAL COMMITTEES AND OTHERS.

      1. M-D-S CAA/HRA minutes of 11-8-07.

      Moved by Commissioner Rivard and seconded by Commissioner Schultz that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

      

IX.  PUBLIC COMMENT ON AGENDA ITEMS  

     Irene Lundberg, Delta-Menominee Public Health Department, addressed the Board with the Health Department’s concerns with Delta County’s Maintenance of Effort share requirement to maintain full funding from the State.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to increase the appropriation to the Delta-Menominee Public Health Department by $20,740 to meet the minimum Maintenance of Effort of $216,240 required by the State.  MOTION CARRIED.

 

 X.  COMMITTEE REPORTS:

1. Administrator’s Report.

     Moved by Commissioner Schultz and seconded by Commissioner Bengry to send letters thanking Matt Johnson and Mark Feldhauser for their assistance in the Ren Zone mitigation.  MOTION CARRIED.    

 

     Moved by Commissioner Bengry and seconded by Commissioner Rivard to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

  XI. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1. Superior Health Code.

             No report.

 

          2. Appointments to various Boards.

             Will be made at December 4th meeting.

          3. November 13 Committee of the Whole meeting minutes.                                                                                                                                                       4. UPPCO Easement at Pioneer Trail Park.

                Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve an easement with UPPCO at Pioneer Trail Park, as presented, due to the MDOT reconstruction of the Escanaba River Bridge.  MOTION CARRIED.

 

         Moved by Commissioner Rivard and seconded by Commissioner Bengry to approve the minutes of the November 13, 2007 as corrected.  MOTION CARRIED.

 

 B.  NEW BUSINESS

1. Payment of Bills.

             Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve payment of the bills in the amount of $ 720,323.55.  MOTION CARRIED.

 

          2. Request to Purchase truck for Sheriff’s Dept.

             Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve purchasing a truck with cap for the Sheriff’s department for transporting equipment for the low bid of $32,090 to be purchased with 2% monies from Hannahville ($19,000) and the Sault Tribe paying the remainder.  MOTION CARRIED.

 

          3. Request for sick leave donation.

             Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the request for sick leave donation as presented, non-precedent setting.   MOTION CARRIED.

            

XII. GENERAL PUBLIC COMMENT

    Connie Ness, Airport Manager, gave an update on the Essential Air Service bids, received 2 bids: 1. Big Sky out of Billings, MT would include Iron Mountain, Ironwood and Manistique, 3 flights 19 seats to Milwaukee.  2. Mesaba - 2 options, Iron Mountain and Escanaba to Minneapolis 2 flights 34 seats, or one flight to Minneapolis and one flight to Detroit per day.

 

XIII. COMMISSIONERS CONCERNS

      Commissioners Rivard:  Moved by Commissioner Rivard and seconded by Commissioner Schultz to send Budget Line Item Fund Transfer Policy to Personnel Committee to review policy and make recommendation.  MOTION CARRIED.  Board received response from Rep. Lahti regarding Marquette Crime Lab.  Happy Thanksgiving.

 

      Commissioner Ruohomaki:  Moved by Commissioner Ruohomaki and seconded by Commissioner Rivard to hold Committee of the Whole meeting on November 27th.  MOTION CARRIED.

 

      Commissioner Bengry:  1. Evaluation of Administrator: Choose form, evaluation open or closed, evaluation.  2. Administration and District Court conflict, contact State Court Administrator’s office.  

 

      Commissioner Schultz: Clarification on Committee of the Whole regarding District Court and State Court Administrator.

 

      Commissioner Elegeert:  None.

 

XIV.  MEETING SCHEDULE.

      Tuesday November 27, Committee of the Whole at the State Office Building at 10:00 a.m. 

 

      Tuesday December 4th Board Meeting at 5:15 p.m. Circuit Courtroom.
