with the 10 townships to discuss the options and issues regarding township

Meeting on Tuesday December 11 at

1. Superior Health
Code.
Drain Commissioner Don Shirley, chair of the Superior Health Code Ad Hoc
Committee, updated the Board on the Committee’s progress.
2. Appointments to Various Boards.
Moved by Commissioner Schultz and seconded by Commissioner Bengry to
reappoint David Woodworth to the Airport Board; reappoint Dale Thill and appoint David Fredrickson to the Parks Board;
reappoint Donald Spodeck, Wallen Godlewski, and appoint Mike
Parrett to the Construction and Zoning Board of
Appeals; reappoint Julian Vandecaveye, Donald Spodeck and Frank Heino to the
Planning Commission; and reappoint Gerald Smith to the Department of Human
Services Board. MOTION

a letter of appreciation for Mr. LeMire’s years of
service to the Delta-Menominee Board of Health. MOTION CARRIED.

Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve the St. Clair County
Administrator/Controller Performance Appraisal form for the Administrator’s
evaluation. MOTION CARRIED. Bengry
opposed.
Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to
have the Board members send the Administrator evaluations to the Personnel
Committee to tabulate, make copies and distribute to all the Board members and
the Administrator. MOTION
CARRIED.
Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to
accept Mr. Erickson’s offer to extend the time frame allowed in his contract for
his evaluation. MOTION

2. Internet Access
Policy.
Moved by Commissioner Bengry and seconded by Commissioner Rivard to table to the December 11th Special Meeting. MOTION CARRIED.

B. NEW BUSINESS
1.
Payment of Bills.
Moved by Commissioner Schultz and seconded by Commissioner Rivard to approve payment of the bills in the amount of $
159,202.18. MOTION
CARRIED.
2. Adoption of Resolution re: Tribute to John Voelker.
Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to
adopt the Resolution Tribute to John Voelker as
presented. MOTION
CARRIED.
3. Chuck Gold re: Zoning.
Brampton Township Supervisor Chuck Gold addressed the Board with the
townships’ concerns regarding turning zoning over to the townships and request
written responses to several questions with respect to the Bengston lawsuit, he also distributed information packets to
the Board.
4.
Fund Balances and Interest Issues.
Moved by
Commissioner Bengry and seconded by Commissioner Schultz to refer to Finance
Committee and to be put on December 18th Agenda. MOTION CARRIED.
XII. GENERAL PUBLIC
COMMENT
Gloria Johnson, Wells
Township Clerk, addressed the Board with her concerns regarding Township
Zoning.
William Nelson,
addressed the Board with his concerns regarding Rory Mattson.
XIII.
COMMISSIONERS CONCERNS
Commissioners Rivard: None.
Commissioner Ruohomaki: Met with Circuit Court Judge Davis
regarding the Law Library expenses.
Money being spent on Law Library is much less than it has been in the
past, still need to purchase law annotations that are not available on the
internet. Landfill Authority
has been successful in purchasing 300 acres next to the landfill from the
railroad company which will extend the life of the landfill 50-80
years.
Commissioner Bengry: Talked with Judge Pearson regarding
District Court and Administration issues.
Met with the Governor at
Commissioner Schultz: None.
Commissioner Elegeert: Mileage rate increased from $0.485 per
mile to $0.505, requested Administrative Secretary send copy to the Road
Commission. Business After Hours Wednesday at
