     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki, Schultz

ABSENT:   None.

          The meeting was called to order at 1:30 p.m. in the Conference Room of the State Office Building by Assistant Administrator Nora Viau.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the minutes of the December 5, 2006 meeting and the December 7 and December 14, 2006 Committee of the Whole meetings.  MOTION CARRIED.

           

   VI. PRESENTATATION OF WRITTEN COMMUNICATIONS

       A. Received: 1. Public  Hearing from City of Escanaba.

                    2. Resolution from Muskegon County Board.

                   3. Public Notice from Public Service Commission

                    4. Letter from Escanaba City Manager re:                         Property.

 

       B. Forwarded: 1. Thank you letters to C. Lapicola and D.                                                        Klasel.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS 

        1. Public Health minutes of 9-20-06

VII.   REPORTS OF SPECIAL COMMITTEES AND OTHERS.

    1. Jail Facility Assessment meeting minutes of 12-7-06.

 

       Moved by Commissioner Ruohomaki and supported by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

                                                  

VIII. PUBLIC COMMENT ON AGENDA ITEMS

      Circuit Court Judge Stephen T. Davis addressed the Board with information supporting the need for a Courthouse Security Officer.

      Sue Cameron, Union Representative from AFSCME, addressed the Board regarding the Special Conference which was scheduled for this date.  Moved by Commissioner Nelson and seconded by Commissioner Bengry to add the AFSCME Special Conference to the agenda.  MOTION CARRIED unanimously.

 

IX.    COMMITTEE REPORTS:

1.   Administrator’s Report.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

   X. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1.  Airport Resolution.

              Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the Airport Resolution as presented with the addition to 2.(2) Two citizens for a term of 3 years, effective January 1, 2007.

              MOTION CARRIED.

 

 

2.   Courthouse Security Officer.

              Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve a full time Courthouse Security Officer with budget amendments for funding to be made in January.  MOTION CARRIED.

 

 B.  NEW BUSINESS

1. Payment of Bills.

             Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of the Commissioners expense vouchers.  MOTION CARRIED.

    

          2. Out of County Travel to MAC Conference.

             Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to approve out of county travel expenses for the Commissioners to attend the Michigan Association of Counties legislative conference in Lansing in February and the MAC summer conference in Grand Rapids in August.  MOTION CARRIED.

              

          3. Annual Investment Report.

             Moved by Commissioner Schultz and seconded by Commissioner Nelson to receive the Annual Investment Report and place on file.  MOTION CARRIED. 

 

     4. Request from Sheriff to fund two additional Sergeants.

   Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to refer to the next committee of the whole meeting.  MOTION CARRIED.

 

5.  AFSCME Special Conference.

    Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve the accumulation of sick time over 172 days due to the removal of the cap for up to 3 employees affected by the change in the contract of Articles 32 A & B.  MOTION CARRIED.

 

  XI.  GENERAL PUBLIC COMMENT

       None.

 

 XII.  COMMISSIONERS CONCERNS

          Commissioner Ruohomaki: It is his understanding that there will be another committee of the whole session with the Prosecuting Attorney with regard to his proposals.  In the upcoming year, would like to continue with one regular meeting and one committee of the whole meeting per month.

 

          Commissioner Bengry:  Submitted his committee requests, received a legal opinion regarding employees in the Prosecutor’s office.  Merry Christmas.

 

          Commissioners Nelson:   Thank you to the citizens for allowing me to serve them for the last four years and Merry Christmas.

      

          Commissioner Schultz: Happy Holidays and Merry Christmas. 

 

          Commissioner Elegeert:  Thank you to Commissioner Nelson for his service to the County Board and the Citizens of Delta County, outstanding job in the areas he was assigned and we wish him well.

 

XIV.  ADJOURNMENT

 

     Moved by Commissioner Nelson and supported by Commissioner Schultz to adjourn at 2:20 p.m.
