          The meeting was called to order at 5:15 p.m. in the Delta County Probate Courtroom by Delta County Clerk, Nancy Kolich.

       Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the minutes of the October 10, 2006 meeting.  MOTION CARRIED.

    a. Payment of Commissioners Expenditure Vouchers.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of the Commissioners expenditure vouchers as presented.    MOTION CARRIED.

 

    b. Approval of Housing Rehab Grant Application.

            Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the MSHDA CDBG Housing Rehab Grant Application as presented.    MOTION CARRIED.

 

    c. Approval of Child Care.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the County Child Care Budget Summary as presented.     MOTION CARRIED.

 

    d. Approval of Crime Victims Rights Contract.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Crime Victims Rights Contract as presented. MOTION CARRIED.

 

    e. Request to waive Building Permit fees for Esky Fan Club.

            Moved by Commissioner Bengry and seconded by Commissioner Nelson to waive the building permit fees for the Esky Fan Club project at the Escanaba Athletic Field. MOTION CARRIED.

 

    f. Payment of Gundlach Champion, Inc. invoice.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of $7,400 to Gunlach Champion, Inc. for Facility Site Assessment of the Delta County Jail and Sheriff Department.   MOTION CARRIED.

 

    g. Salary increase for Assistant Prosecutor.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to refer to the Committee of the Whole meeting November 21, 2006 along with the Prosecutor and Sheriff salaries.  MOTION CARRIED.

 

    h. Judges Court Order re: Courthouse Security.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to refer to the Committee of the Whole meeting of November 21, 2006.  MOTION CARRIED.

 

    i. Prosecutor’s Answer re: Treasurer’s Attorney Fees.

            Moved by Commissioner Schultz and seconded by Commissioner Nelson to refer to the next meeting that the Treasurer is available to attend.  MOTION CARRIED.

 

        j. Approval of Specialized Services Operating Assistance Program.

            Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the Specialized Services Operating Assistance Program agreement with MDOT as presented.  MOTION CARRIED.

  

2.  Administrator’s Report.

    1.  Hannahville 2% Grant requests.

             Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to sponsor the request from the Delta County EDA for an economic study, but not to sponsor the requests from Legal Services of Northern Michigan because they do not meet the required criteria for county sponsorship.  MOTION CARRIED.

 

    2.  RenZone Marketing.

             Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve $6,500 for marketing the RenZone with $1500 Logging Congress, $1000 Bays de Noc Community Guide, $2000 UP Magazine and $2000 Midwest Airlines.  MOTION CARRIED.

 

         3.  Fire Alarms.

             Moved by Commissioner Nelson and seconded by Commissioner Schultz to approve $665 and $220 annually to have the courthouse fire alarms monitored with 911, the Sheriff Department and Maintenance being notified of a fire alarm.  MOTION CARRIED.

 

         4.  Deferred Compensation.

             Moved by Commissioner Schultz and seconded by Commissioner Nelson to refer to the Committee of the Whole meeting.  MOTION CARRIED.

 

         5.  Committee of the Whole meeting.   

             Moved by Commissioner Bengry and seconded by Commissioner Nelson to hold a Committee of the Whole meeting on Tuesday November 21, at 1:00 p.m. at the State Office Building.  MOTION CARRIED.

 

             Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to broadcast both the regular meeting and the Committee of the Whole meeting each month.  MOTION CARRIED.

 

             Moved by Commissioner Bengry and seconded by Commissioner Nelson to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

   X. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1. Appointments to various Committees.

          Moved Commissioner Nelson and seconded by Commissioner Bengry to appoint Michael Parrett, Tom Pairolero, Bill Kwarciany, John Winneroski and William Charon to the Building Authority. MOTION CARRIED.

          Moved Commissioner Nelson and seconded by Commissioner Bengry to appoint William LaMarche to the Plumbing Board of Appeals.  MOTION CARRIED.

         

 B.  NEW BUSINESS

1.  Payment of Bills.

              Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve payment of the bills in the amount of $4,910,883.22.  MOTION CARRIED.

    

          2.  Request from AFSCME to change Christmas Holidays.

              Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve changing the Christmas Holiday to December 29th and January 2, 2007 as non precedent setting.

          3.  Opening County Roads to Off-Road Vehicles.

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to send a letter to the DNR stating not in favor of changing the ORV Ordinance in Delta County.  MOTION CARRIED.

 

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to put the Airport Board issue on the agenda for the next Committee of the Whole meeting.  MOTION CARRIED.

 

  XI.  GENERAL PUBLIC COMMENT

       Phil Griebel, Road Patrol Officer, stated his safety concern with pulling a Road Patrol officer off the road to cover security at the courthouse.

       Kaye Rowlands stated her concerns with union arbitrations cancelled by the County’s attorney.
