     A Committee of the Whole meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Committee of the Whole Meeting of the Delta County Board of Commissioners is scheduled for Tuesday August 15, 2006, at 1:30 p.m. in the Conference Room of the State Building.

ROLL CALL

PRESENT:   Commissioners Bengry, Elegeert, Nelson, Ruohomaki and Schultz.

          

ABSENT:    None.

 

           The meeting was called to order at 1:30 p.m. in the Conference Room of the State Building by Chairman Elegeert.

 

           Moved by Commissioner Bengry and seconded by Commissioner Nelson to add items 5. Delta County Legal Opinion Policy and 6. Airport and Parks Boards to the agenda.   Adding item 5 was approved unanimously.  Item 6 will be added to the next Board agenda.  MOTION CARRIED.

 

V.                  GENERAL PUBLIC COMMENT ON AGENDA ITEMS

                None.

 

VI.              COMMUNICATIONS

1.     Copy of letters to Dickinson and Menominee Counties.

2.     Letter from Prosecutor with welfare fraud reimbursement.

3.     Notice of Public Hearing IFT – Escanaba Paper.

 

                Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to receive and place on file.  MOTION CARRIED.

 

     VII.  NEW BUSINESS

1.    Building and Grounds Items.

               a.  Pathways issues.

                  Pathways Office Manager Janelle Wigand addressed the Board with Pathways maintenance requests.  Moved by Commissioner Schultz and seconded by Commissioner Nelson to put on the agenda of the next Building and Grounds Committee meeting.  MOTION CARRIED.

                          

2.          Finance and Payroll.

a.         Bills and Payroll.

                   Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to recommend payment of the bills and payroll.  MOTION CARRIED.

 

b.         Copier quotes.

              Moved by Commissioner Nelson and seconded by Commissioner Bengry to recommend the bid by Cooper Office Equipment for $11,586.  MOTION CARRIED.

 

c.         Postage Machine – Treasurer’Office.

                   Moved by Commissioner Schultz and seconded by Commissioner Bengry to recommend purchasing the Hasler postage machine to be paid from the summer tax account.  MOTION CARRIED. 

 

d.         Court Reporters.

                   Moved by Commissioner Schultz and seconded by Commissioner Nelson to recommend no admission of wrongdoing by the County Board or the Courts, going back ten years if under $8,000, non-precedent setting, to settle the Court Reporters independent contracting with the Delta County Courts tax and benefit issue.  MOTION CARRIED.

 

e.         UPSET Detective pay rate.

                   Moved by Commissioner Schultz and seconded by Commissioner Nelson to recommend approving the letter of agreement with WPPA.  MOTION CARRIED.

 

f.         Memory Card Programming.

                   Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to recommend a 2 year contract with the Cities and Townships for programming of the memory cards for $150 per precinct per election with the County Clerk being compensated $75 per precinct per election for programming the memory cards, with a legal opinion being sought on the legal manner in which to provide the compensation.

3.         Personnel Issues.

a.          Equalization Appraiser position.

                Moved by Commissioner Nelson and seconded by Commissioner Bengry to recommend hiring Daina Norden as the Equalization Appraiser with the effective date 20 days from the posting for outside hire.

4.         2006-07 Budget.

a.         Schedule – August 29th 5:15 p.m.

                Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to accept the schedule as presented.  MOTION CARRIED.

 

5.         Delta County Legal Opinion Policy.

              Moved by Commissioner Bengry and seconded by Commissioner Nelson to recommend seeking the Attorney General’s opinion on whether the County is responsible for legal fees incurred by Commissioner Nelson and Treasurer Sandy Buckland and to recommend a policy for legal opinions for elected officials.
