Moved by Commissioner Ruohomaki and
seconded by Commissioner Nelson to approve granting the grievance to Kaye
Rowlands settled at the special conference of July 20th. MOTION CARRIED.

FINANCE
a. Bills and Payroll.
Moved by Commissioner
Schultz and seconded by Commissioner Nelson to pay of the bills and
payroll. MOTION CARRIED.
b. Request from Clerk/ROD for increased staff
hours.
Moved by Commissioner Schultz and
seconded by Commissioner Ruohomaki to the Board authorize 40 hour work weeks for
the Clerk’s staff July 5 through September 30, 2006 to cover the
elections. MOTION CARRIED.
Moved by Commissioner Schultz and
seconded by Commissioner Ruohomaki to authorize 5 additional hours per week for
each of the 2 Register of Deeds employees with benefits to work on a special
project in the Deeds office to add documents to the computer index to be paid
from the Automation Fund. MOTION
CARRIED.
c. Bittner Billing $1,326.39.
Moved by Commissioner
Schultz and seconded by Commissioner Nelson to pay to Bittner Engineering for
$1,326.39 for mitigation at the Renaissance Zone to be paid from the Roland
lease account. MOTION CARRIED.
d. Airport Request for Increased Appropriation.
Moved by Commissioner Schultz and seconded
by Commissioner Nelson to approve a $135,000 appropriation to the Airport
budget and recommend that the Administrator transfer as necessary from the fund
balance. MOTION CARRIED.
e. Treasurer response to Audit Report.
Moved by Commissioner Schultz and
seconded by Commissioner Nelson that the Administrator transfer the Commercial
Forest Reserve liability monies ($174,753.34) from an outstanding check issued
to the state in 1995 to a Trust and Agency account. MOTION CARRIED.
f. Kelly Smith’s Contract.
The Administrator will meet with
Ms. Smith and make a recommendation to the Board.
h. Airport Consultant.
Moved by Commissioner Schultz and
seconded by Commissioner Ruohomaki to select URS as an Engineer consultant per
State recommendation until the Board concludes that their services are no
longer required. MOTION CARRIED.
i. Jail Pump Replacement.
Moved by Commissioner Schultz and
seconded by Commissioner Nelson to approve of the proposal submitted by
Pre-Tube, Inc. for $12,346 to replace jail pumps damaged by a lightning strike,
and to submit to the insurance company.
MOTION CARRIED.

Oberstar payment.
Moved Commissioner Schultz and seconded by
Commissioner Nelson to settle with Oberstar for $60,000 for the dewatering
bill. MOTION CARRIED.

Sick Pay Request.
Moved by Commissioner Schultz and
seconded by Commissioner Nelson to approve the request of July 20 from the
Circuit Court AFSCME union to donate sick time to an employee. MOTION CARRIED.

3. PERSONNEL ISSUES
a. Recommendations from Loss Prevention Visit.
Moved by Commissioner Ruohomaki
and seconded by Commissioner Schultz to approve purchasing up to 2 full body
harnesses and that the employees receive training prior to use and will be
required use for all MIOSHA required applications. MOTION CARRIED.
Moved by Commissioner Ruohomaki and
seconded by Commissioner Nelson to approve requiring any county employee, as
identified by the insurance carrier, to wear safety shoes, with those employees
receiving a $50.00 co-pay, from the county, annually, upon submission of a
receipt. MOTION CARRIED.
Moved by Commissioner Ruohomaki and
seconded by Commissioner Nelson to approve purchasing 3 pair of ear protection
equipment for the Animal Shelter employees and that they be trained in proper
use of the equipment with disposable ear plugs available for the volunteers and
the public. MOTION CARRIED.

by Commissioner Schultz to approve the Agreement with Inmate Health Services as

Agreement for Jail Study – Gunlach Champion.
