     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Tuesday May 16, 2006, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

PRESENT:  Commissioners Bengry, Elegeert, Ruohomaki and Schultz.

EXCUSED:  Commissioner Nelson.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy J. Kolich.

              

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and supported by Commissioner Ruohomaki to approve the minutes of the May 2, 2006 meeting with addition of Commissioner Ruohomaki’s comments on special committee reports.  MOTION CARRIED.

           

   VI.  PRESENTATATION OF WRITTEN COMMUNICATIONS

    2.  Request for Sick Leave Donation.

         Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve the donation of sick leave as requested.  MOTION CARRIED.

 

         Moved by Commissioner Schultz and seconded by Commissioner Bengry to receive the minutes and place on file.  MOTION CARRIED.

 

4.   Administrator’s Report.

        Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to receive the Administrator’s report and place on file.  MOTION CARRIED.

            

   X. GENERAL ORDERS OF BUSINESS

1.  Payment of Bills.

          None.

 

          2. Request from Airport Bd to waive building permits fees.

          Moved by Commissioner Bengry and seconded by Commissioner Schultz to waive the building permit fees for the Civil Air Patrol building at the Airport.  MOTION CARRIED.

 

          3.  Approval of Runway Project Grant Documents.

          Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the Runway Project Grant application as presented.  MOTION CARRIED.

 

          4.  Committee of the Whole Procedures.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to hold Committee of the Whole meetings to replace the two member committees (Finance, Personnel, Building and Grounds, and Computer) effective June 1, 2006.

          5.  Executive Session.

          Moved by Commissioner Bengry and seconded by Commissioner Schultz to convene into Executive Session at 6:10 p.m. to discuss the collective bargaining negotiations.

          MOTION CARRIED.

 

          Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to reconvene into regular session at 6:32 p.m.  MOTION CARRIED.

 

          No Actions were taken during Executive Session.

 

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to ratify the Courthouse AFSCME Union Contract.

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the MERS Resolution as presented to reflect the retirement benefits ratified in the new Courthouse AFSCME Union Contract.

          6.  HAVA Grant Application for Accessibility Equipment.

          Moved by Commissioner Bengry and seconded by Ruohomaki to add HAVA Grant Application to the agenda.  MOTION CARRIED unanimously.

 

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the HAVA Grant Application for Accessibility Equipment for Delta County.  MOTION CARRIED.

 

         

 

          7.  Letter of Support for Essential Air Service Funding.

          Moved by Commissioner Bengry and seconded by Ruohomaki to add Letter of Support for Essential Air HAVA Grant Application to the agenda.  MOTION CARRIED unanimously.

 

          Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the Letter of Support for the Essential Air Service Funding as presented.  MOTION CARRIED.

              

XI.  GENERAL PUBLIC COMMENT

     David Rivard voiced his concerns regarding the Committee of the Whole meetings eliminating the Committee meetings.

 

     Connie Ness, Airport Manager, addressed the Board with her concerns with the Essential Air Service funding, would like signatures a letter of support. 

 

     Rick Hammond from the FAA will make a presentation at the Board meeting on June 20th regarding the importance of small airports to a community.

 

     Moved by Commissioner Bengry and seconded by Commissioner Schultz to hold a Committee of the Whole meeting with the Airport Board on Wednesday June 14 at 5:00 pm in the Circuit Courtroom to meet with URS Engineering regarding the Terminal Project.  MOTION CARRIED.

    

XII. COMMISSIONERS CONCERNS  

     Commissioner Ruohomaki:  Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to hold the Committee of the Whole Budget meeting at 1:00 p.m. on June 20, 2006 instead of June 13 as originally scheduled.

         

     Commissioner Bengry:     None.

     Commissioner Schultz:  None.

     Commissioner Elegeert:   None.

 

XIV.  ADJOURNMENT

    Moved by Commissioner Ruohomaki and supported by Commissioner Bengry to adjourn at 6:35 p.m.
