     A Re-organizational meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Re-organizational Meeting of the Delta County Board of Commissioners is scheduled for Tuesday January 3, 2006, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki and Schultz.

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

SPECIAL ORDERS OF BUSINESS

 

          1.  Election Of Chair

          County Clerk Nancy Kolich opened the nominations for Chairman.  Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to nominate Commissioner Elegeert as Chairman.  There were no other nominations.  MOTION CARRIED.

 

          2.  Election Of Vice Chair

          Chairman Elegeert opened the nominations for Vice Chairman.  Moved by Commissioner Ruohomaki to nominate Commissioner Schultz as Vice Chair.  Moved by Commissioner Nelson to nominate Commissioner Bengry as Vice Chair.

     Commissioner Schultz was elected Vice-Chair.

 

          3.  Adoption of Rules of Procedure

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the Rules of Procedure as presented.  MOTION CARRIED.

 

          4.  Committee Appointments

          The current Committee appointments stand until the new appointments are made at the next meeting.

 

          5.  Meeting Schedule

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to adopt the meeting schedule for the first and third Tuesdays at 5:15 p.m., as presented.  MOTION CARRIED.

 

          A.  Committee of the Whole Meeting – Zoning Transfer

          Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to hold a Committee of the Whole meeting for the purpose of discussing the transfer of zoning powers to the townships on Tuesday January 24, 2006 at 6:00 p.m. at the Omni Center in Rapid River with the townships and the County Planning Commission.  MOTION CARRIED.

                   

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the minutes of the December 20, 2006 meeting as corrected.  MOTION CARRIED.

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.      

         B.  Forwarded: No written communications were forwarded.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

       1.  Road Commission minutes of 10-13, 10-24, 10-31, 11-10, &                 11-28-05.

       2.  Solid Waste Management Authority minutes of 11-22-05.

       3.  Pinecrest Board of Trustees minutes of 11-23 & 12-20-05.

       4.  Human Services minutes of 11-29-05.

 

VIII.  REPORTS OF SPECIAL COMMITTEES AND OTHERS.

        1.  HRA/CAA Board minutes of 12-6-05.

        Moved by Commissioner Schultz and supported by Commissioner Nelson that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

  VIII. PUBLIC COMMENT ON AGENDA ITEMS

        None.

 

X.   COMMITTEE REPORTS:

1. Building and Grounds Committee.

2.   Finance Committee.              

3. Personnel Committee.  

4.   Administrator’s Report.    

        Moved by Commissioner Nelson and seconded by Commissioner Schultz to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

 

   X. GENERAL ORDERS OF BUSINESS

 

      A.  UNFINISHED BUSINESS

          1.  Appointments to Solid Waste Planning Committee.

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve appointments to the Solid Waste Planning Committee for a 2 year term as presented.  MOTION CARRIED. 

         

 B.  NEW BUSINESS

1.  Payment of Bills.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to approve payment of the bills in the amount of $645,839.78.  MOTION CARRIED.

    

          2.  Approval of Consent to Assignment of Lease.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to authorize signing of the Consent to Assignment of Lease for the Roland Machinery Ground Lease in the Renaissance Zone.  MOTION CARRIED.

 

          3.  Appointment to CAA Governing Board.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to appoint Commissioner Schultz to the Community Action Agency Governing Board.  MOTION CARRIED.

 

  XI.  GENERAL PUBLIC COMMENT

       None.

 

 XII.  COMMISSIONERS CONCERNS

     Commissioners Nelson:  Voiced his concerns with fuel prices.

     Commissioner Ruohomaki:  Wish everyone a Happy and Prosperous                          New Year.

 

     Commissioner Bengry:  Happy New Year.  Administrator Erickson will confirm that Rory Mattson from the Soil Conservation District is covered by the Soil Conservation District if he is injured while working for the county.

 

Commissioner Schultz:  Happy New Year

Commissioner Elegeert:  Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Administrator to send a letter of appreciation to the Delta County Soil Conservation District for their assistance to the County this past year.

     Moved by Commissioner Nelson and supported by Commissioner Schultz to adjourn at 5:39 p.m.
