     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Monday November 1, 2005, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki and Schultz.

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

          Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the minutes of the October 11, 2005 meeting.  MOTION CARRIED.

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.      

         B.  Forwarded: No written communications were forwarded.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

       Moved by Commissioner Schultz and supported by Commissioner Ruohomaki that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

  VIII. PUBLIC COMMENT ON AGENDA ITEMS

        None.

 

IX.         COMMITTEE REPORTS:

1. Building and Grounds Committee.

    

2.   Finance Committee.

        a. Minutes of 10-20-05.

           IV.1. Budget Amendments.

           Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the 2004 budget amendments as presented.  MOTION CARRIED.

 

           V.1  Payment of Bills.

           Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve payment of the bills.  MOTION CARRIED.

           V.2. 911 billing from Van Essen.

           Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve payment to Silver and Van Essen for $8,657.17 for September 911 Legal Services.  MOTION CARRIED.

 

           V.3. Material and Labor for half door in Circuit Court.

           Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment to Kenneth Lessard in the amount of $861 for materials and labor for a half door in the Circuit Court Chambers.  MOTION CARRIED.  

 

V.              MERS Benefit.

      Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the MERS Benefit changes for the 6 contracted employees.  MOTION CARRIED.

 

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to receive the minutes and place on file.  MOTION CARRIED.

3. Personnel Committee.  

 

4.  Administrator’s Report.

Moved by Commissioner Nelson and seconded by Commissioner Schultz to appoint Administrator Erickson and Commissioners Ruohomaki and Schultz to the negotiation committee for the Courthouse AFSCME Contract.  MOTION CARRIED.

 

Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to pay the expenses for Administrator Erickson and Chairman Elegeert to meet with Mary Ellen Cromwell, Division Chief of the Land and Water Management Section of the DEQ in Lansing to discuss the permit process and review the mitigation issues.  MOTION CARRIED.

 

Moved by Commissioner Nelson and seconded by Commissioner Bengry to cancel the November 15th meeting.  MOTION CARRIED.

 

Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to send a resolution to the legislature in support of HB4315 to increase the Road Commission from 3 to 5 members, and to be apportioned throughout the county in districts and not at large.  MOTION CARRIED.

 

     Moved by Commissioner Nelson and supported by Commissioner Schultz to receive the Administrator’s report and place on file.  MOTION CARRIED.

    

 

X.   GENERAL ORDERS OF BUSINESS

A. UNFINISHED BUSINESS

   1.  Appointments to various Boards.

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to table the Building Authority appointments until December.  MOTION CARRIED.

 

     Moved by Commissioner Nelson and seconded by Commissioner Bengry to appoint Peter Mark to the Airport and Parks Committee.  MOTION CARRIED.

 

          Moved by Commissioner Nelson and seconded by Commissioner Schultz to send a thank you to Rob Jensen for his years of service to the Airport and Parks Committee.  MOTION CARRIED.

 

          Moved by Commissioner Nelson and seconded by Commissioner Schultz to re-appoint Dennis Ness and Gordon Roy to the Construction and Zoning Board of Appeals, and

 

          Moved by Commissioner Schultz and seconded by Commissioner Nelson Robert LeMire to the Delta Menominee Board of Health.  MOTION CARRIED.

 

     Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to reappoint Benny Herioux to the Planning Commission.  MOTION CARRIED.

 

     Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to send a letter of thank you to Clifford D’Arcy for his years of service to the Planning Commission.  MOTION CARRIED.

 

          2.  Broadcast of Meetings on the City Channels.

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to broadcast the Board meetings on Wednesday at 7:30 a.m. and Thursday at 2:00 p.m. on the Escanaba City Channel - Charter Channel 21.  MOTION CARRIED.

 

          Moved by Commissioner Nelson and seconded by
Commissioner Ruohomaki to send a thank you to the City of Escanaba for the opportunity to broadcast our meetings and their continued support.  MOTION CARRIED.

 

B.   NEW BUSINESS

 1.  Payment of Bills.

           Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to approve payment of the bills in the amount of $676,866.20.  MOTION CARRIED.

 

     2.  Request from Sheriff to waive permit fee.

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to waive the mechanical installation permit fee for the air conditioning project at the Sheriff’s Department.  MOTION CARRIED.

         

     3.  Memorandum of Understanding.

     Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to approve the Memorandum of Understanding with the AFSCME union as presented.  MOTION CARRIED.

 

     4.  Planning Commission Case # 11-05-PC.

              Case 11-05-PC, Beatrice Doan, Fairbanks Township.  Moved by Commissioner Schultz and supported by Commissioner Nelson to approve the request to rezone from Open Space to Resource Production as recommended by the Planning Commission.

          5.  Alzheimer’s Disease Month Proclamation.

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to declare November Alzheimer’s Disease Month in Delta County.  MOTION CARRIED.

 

          6.  Governor’s Task Force on Local Government.

          Asking for County Commissioners, Administrators, and Department Heads for input on state mandates and cost burdens to the local governments.

 

  IX.  GENERAL PUBLIC COMMENT

       Bob Zinn addressed the Board with his concerns with Environmental Health Department.

 

6.  COMMISSIONERS CONCERNS

       Commissioner Bengry:  Thank you to all who sent cards after his knee surgery.

 

       Commissioner Ruohomaki:  40 hour work weeks need to be from 8:00 to 5:00 p.m. to better serve the public.  Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz that the Personnel Committee look at the policy that overtime not be from 7:00 – 8:00 a.m. but from 4:00-5:00 p.m.  MOTION CARRIED.

 

       Commissioner Schultz:  None.

 

       Commissioner Nelson:  Voiced his concerns with Corporate America. 

 

       Commissioner Elegeert:  The County Board will meet at 5:15 p.m. on Thursday December 1st at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse for a Public Hearing on the 911 Plan Amendment.
