     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

PRESENT:   Commissioners Elegeert, Nelson, Ruohomaki and Schultz.

          

ABSENT:    Commissioner Bengry.

 

           The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

           Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the minutes of the September 6, 2005 Board meeting. MOTION CARRIED.

            

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.        

         B.  Forwarded: No written communications were forwarded.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

        Moved by Commissioner Schultz and seconded by Commissioner Nelson that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

 VIII.  PUBLIC COMMENT ON AGENDA ITEMS

        Gregory Frens voiced his concerns with the Environmental Health Department.

 VIII.   PUBLIC HEARING ON 2005-06 BUDGET

        Dr. Petrasky, Delta-Menominee Department of Public Health Director, voiced his concerns with cuts in funding to the Health Department.

 

 IX.  COMMITTEE REPORTS

 

1.         Building and Grounds.

        a.  Minutes of 9-15-05.

   V.3. Security Recorders.

              Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to approve the purchase of digital video recorders from Midwest Security Systems, Inc. for $3,762.  MOTION CARRIED.

 

   Moved by Commissioner Nelson and seconded by Commissioner

Schultz to receive the minutes and place on file.  MOTION CARRIED. 

 

2.  Finance Committee.

           a.  Minutes of 9-13-05.

               V.2.  Payment of Bills.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of the bills.  MOTION CARRIED.

 

               V.3. 911 Billing from Van Essen.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment to Silver and VanEssen for $293.67 for 911 attorney services.  MOTION CARRIED.

 

               V.5.  County Mileage Rate.

               Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve increasing the County mileage rate to $0.485 per mile to match the current federal and state standard mileage rate effective September 21, 2005 through December 30, 2005.  MOTION CARRIED.

 

               Moved by Commissioner Schultz and seconded by Commissioner

Nelson to receive the minutes and place on file.  MOTION CARRIED.

 

           b.  Minutes of 9-14-05.

               V.2. 40 hour work week for Equalization Department.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve up to 1 extra hour per day on a comp time basis if needed until December 31, 2005 for the Equalization Department.  MOTION CARRIED.

               V.3. Airport and Parks Request – Electrical Upgrade.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve an additional $8,000 from the timber cutting revenue to electrical upgrades to the parks.  MOTION CARRIED.

 

 

               V.5.  Travel Policy.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Out of County Travel Reimbursement Policy as presented.  MOTION CARRIED.

               V.6.  Part-time Wage Increase Policy.

              Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Part-time Wage Increase Policy and Pay Schedule as presented.  MOTION CARRIED.

Ruohomaki to receive the minutes and place on file.  MOTION CARRIED.

 

           c.  Minutes of 9-16-05.

           Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve to approve the 2005-06 Budget as presented.

          3.  Personnel Committee.  

        

      4.  Administrator’s Report.

               MDOT Contracts.

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to authorize signing the Airport MDOT Contracts as presented.  MOTION CARRIED.

               UPACC Fall Conference.

               Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to approve payment for the Commissioners to attend the UP Association of County Commissioners Conference that will be held in Escanaba.  MOTION CARRIED.

 

               Delta County Central Dispatch Authority.

               Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to approve the Delta County Central Dispatch Authority recommendation of 0.6 mils for the 911 Central Dispatch Authority Millage for 2005.

              Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to cancel the October 18, 2005 meeting.  MOTION CARRIED.

 

             Moved by Commissioner Schultz and seconded by Commissioner Nelson to receive the Administrator’s report and place on file.  MOTION CARRIED.

 

     5.  Ren Zone Report.

 1.  Payment of bills.

     None.

  

    2. Budgetary Motions.

      A.   Moved by Commissioner Schultz and seconded by Commissioner                Nelson to authorize the Administrator to transfer budget line        items in order to balance the budget within the guidelines as       adopted or to comply with State and Federal Statutes.     MOTION          CARRIED.

 

      B.  Moved by Commissioner Nelson and seconded by Commissioner            Schultz to authorize the Administrator to handle other year          end and housekeeping items.  MOTION CARRIED.

 

      C.  Moved by Commissioner Schultz and seconded by Commissioner                Ruohomaki to approve the budget amendments as presented and          authorize the Administrator to make any additional amendments        to conform with the Uniform Budgeting Act.  MOTION CARRIED.

 

      D.  Moved by Commissioner Nelson and seconded by Commissioner            Ruohomaki to adopt the 2005-06 Budget as amended to reflect          the Board actions taken at the 9-20-05 Board meeting.

      G.  Moved by Commissioner Schultz and seconded by Commissioner                Ruohomaki to adopt the 2005-06 Purchase Order Policy as              presented.  MOTION CARRIED.

 

      H.  Moved by Commissioner Nelson and seconded by Commissioner            Schultz to adopt the Department of Human Services Resolution               as presented.  MOTION CARRIED.

 

      I. Moved by Commissioner Ruohomaki and seconded by Commissioner         Schultz to adopt the Road Commission Resolution as presented.        MOTION CARRIED.

 

      J.  Moved by Commissioner Nelson and seconded by Commissioner            Schultz to approve Remonumentation Peer Group per diem and                mileage expenses.  MOTION CARRIED.

 

    

     3. Baldwin Request.

     Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to waive the required building permit for Baldwin Township to build a storage lean-to.   MOTION CARRIED.

 

XI.  GENERAL PUBLIC COMMENT:

     Gregory Frens, Ford River Township, requested that his concerns with the Environmental Health Department be put on the agenda.

 

Commissioners Concerns:

Commissioner Schultz:  Suggested the Budget recommendation from the Committee of the Whole next year.

 

Commissioner Elegeert:  In 1976, Delta County took over zoning for 10 townships.  Suggested that the Board review the Zoning process.
