     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Tuesday September 6, 2005, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

ABSENT:   None.

     The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the minutes of the August 2, 2005 meeting. MOTION CARRIED.

 

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to add item 14. Environmental Health to the Agenda.

       Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

VII.    PUBLIC COMMENT ON AGENDA ITEMS

        Diane Mathews of Environmental Health presented impacts of moving Environmental Health to the Courthouse.

        Rory Mattson of Delta County Soil Conservation District presented concerns with having the building permitting processes in two separate locations.

         

   X.  COMMITTEE REPORTS:

1. Building and Grounds Committee.

   a.  Minutes of 8-18-05

   IV.2. Request for wage increase for Marine Patrol Officer.

        Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve that the Sheriff make hourly wage adjustments to the Marine Patrol wages when applying for the Marine grant.  MOTION CARRIED.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to send the hourly pay scale for all non-contract part time employees back to the Finance Committee to work out the details for contract part-time employees.  MOTION CARRIED.

 

        V.1. Bill and Payroll.

        Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of the bills.  MOTION CARRIED.

 

 

        3.  Jail Air Conditioning.

        Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the revised bid of $43,422 from Pro Tube, Inc for air conditioning for the old section of the Sheriff’s Department and jail to be paid from the Capitol Improvement Fund.  MOTION CARRIED.

 

        Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to receive the minutes and place on file.

 

2. Finance Committee.  

   a.  Minutes of 8-23-05

   V.7.  Charter Equipment Rental.

       Moved by Commissioner Schultz and seconded by Commissioner Nelson to ratify the phone poll moving the meetings back to the Courthouse at 5:15 p.m.  MOTION CARRIED.

 

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to refer to Building and Grounds to look into live broadcasts from the Courthouse.  MOTION CARRIED.

 

     Moved by Commissioner Nelson and seconded by Commissioner Bengry to receive the minutes and place on file.  MOTION CARRIED.

     Moved by Commissioner Bengry and seconded by Commissioner Schultz to receive the Administrator’s Report and place on file.

    1.  Payment of Bills.

         Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to pay the bills in the amount of $1,944,435.92.  MOTION CARRIED.

         

          2. UPCAP Single Point of Entry for Long Term Care Resolution.

 

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to adopt the resolution to make UPCAP the Single Point of Entry Agency for Long Term Care for the UP.  MOTION CARRIED.

 

          3. Travel Reimbursement Policy.

 

          Moved by Commissioner Nelson and seconded by Commissioner Schultz to refer the Travel Reimbursement Policy to the Finance Committee to consult with our auditing accountant.  MOTION CARRIED.

 

          4.  Appointment to the Board of Election Canvassers.

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to re-appoint Grace Roy to the Board of Election Canvassers.  MOTION CARRIED.

        

          5.  2% Grant Request from Bonifas Arts Center.

          Moved by Commissioner Bengry and seconded by Commissioner Nelson to support the Bonifas Arts Center application for a 2% grant.  MOTION CARRIED.

    

          6.  Adoption of 911 Authority Agreement.

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the 911 Agreement as presented.

       7.  Appointment of County Representative to 911 Authority.

       Moved by Commissioner Nelson to nominate Commissioner Bengry.  Moved by Commissioner Schultz to nominate Assistant Administrator Nora Viau.

Nora Viau was appointed to the Delta County Central Dispatch Authority.  MOTION CARRIED.

 

      8.  911 Authority Membership Ratification.

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to ratify the Central Dispatch Authority membership which includes:

 

       Township Association Rep.  Gregg Johnson

       Fire Chief’s Association   Dan Adams

       State Police               1st Lt. Chris Kelley

       Sheriff                    Sheriff Gary Ballweg

       City of Escanaba           Wayne Heikkila

       City of Gladstone          Carolyn Povich

       County of Delta            Nora Viau

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to appoint County Clerk Nancy Kolich to chair the 911 Central Dispatch Authority until a chairperson is elected.  She will set the time and place of the meeting and send out notifications and postings.  MOTION CARRIED.

 

     9.  Resolution of Concurrence with the 2005 Comprehensive Economic Development Strategy Document.

 

     Moved by Commissioner Nelson and seconded by Commissioner Bengry to adopt the Resolution of Concurrence with the CUPPAD 2005 Comprehensive Economic Development Strategy as presented. MOTION CARRIED.

 

     10.  Planning Commission Case 10-5-PC.

 

          Case 10-5-PC, Mark Christoff, Ensign Township.  Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the request to rezone from Resource Production to Rural Residential as recommended by the Planning Commission.

     11. Authorize Chairman’s Signature on Long Term Lease.

     Moved by Commissioner Nelson and seconded by Commissioner Schultz to authorize Chairman Elegeert to sign a long term lease agreement with Bay de Noc Kennel Club at the Delta County Animal Complex as presented.

     12.  Child Care Budget.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the Child Care Budget as presented.  MOTION CARRIED.

 

     13.  Assistant Airport Manager’s Yearly Review.

 

     14.  Environmental Health Department.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to refer this issue to the Building and Grounds Committee for a recommendation.  MOTION CARRIED. 

 

 

 XI.   GENERAL PUBLIC COMMENT

       Rory Mattson, Director of Delta County Soil Conservation District informed the Board that the application for the Fuller Park Beach was submitted to the DEQ. He also will be moving forward with the timber sales on county lands.

 

       Bob Smith, 911 Dispatcher, thanked the Board member for their support of the 911 millage.

 

XII.         COMMISSIONER’S CONCERNS

      Commissioner Nelson stated his concerns with Road Commission issues.

 

      Commissioner Ruohomaki inquired about the budget process.

 

       Commissioner Bengry stated his concerns with Road Commission issues.
