     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Tuesday August 2, 2005, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

PRESENT:  Commissioners Bengry, Elegeert, Ruohomaki, and Schultz.

EXCUSED:  Commissioner Nelson.

     The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.  APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING     

       Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the minutes of the July 19, 2005 meeting as corrected.  MOTION CARRIED.

 

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve additions to the agenda:  Finance minutes of 8-1-05, Building and Grounds minutes of 8-1-05 and meeting date change.

       Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

VII.    PUBLIC COMMENT ON AGENDA ITEMS

   X.  COMMITTEE REPORTS:

1. Building and Grounds Committee.

   a.  Minutes of 8-1-05

   V.1.  Jail Issues.

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve purchase and installation of tinted replacement windows for the jail from Benoit’s Glass and Lock at a cost of $4,128.  MOTION CARRIED.

        Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve up to $12,000 for roof repairs with an itemized statement from Independent Roofing Co.  MOTION CARRIED.

 

        V.2.Service Center Issues.

        A.  Pathways carpet quotes.

        Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve the bid of $2,110.50 from The Carpet & Drapery Shoppe to  replace the carpeting in the Pathways’ board room and library at the Service Center.  MOTION CARRIED.

 

        B.  Health Department Concerns.

        Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the bid of $4,300.75 from the Carpet and Drapery Shoppe to carpet areas 233, 232, and 220C of the Health Department.  MOTION CARRIED.

 

        Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to receive the Building and Grounds and place on file.

2. Finance Committee.  

   a.  Minutes of 8-1-05

   V.1.C.  Prosecutor.

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the Prosecutor’s request for a 40 hour work week for his staff through September 30th.  MOTION CARRIED.

 

       V.2.   Contract Employee – Equalization.

       Moved by Commissioner Schultz and seconded by Commissioner Bengry to approve the contract as presented for an Equalization appraiser through March of 2006.  MOTION CARRIED.

 

       V.3.  RenZone Bills.

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve payment of the final bill of $25,000 to North Electric.  MOTION CARRIED.

 

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve payment of $2,480.76 and $341.59 to the City of Escanaba for materials.  MOTION CARRIED.

 

       V.4.  Animal Control Truck and Road Patrol Vehicle.

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the bid of $14,948 from Frei Chevrolet, Inc. of Marquette for a 2005 Chevrolet ½ ton pickup truck for Animal Control to be paid from the capitol improvement fund.

       Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve the bid of $20,478 from Signature Ford of Central Lake for a 2005 Ford Crown Victoria police car to be paid from the Road Patrol Fund.

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the donation of sick time as presented.  MOTION CARRIED.

   b.  Employment Agreements

   Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve the non-union employees contracts as presented.

    1.  Payment of Bills.

         Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to pay the bills in the amount of $1,409,950.51.  MOTION CARRIED.

         

          2. Appointment to Jury Commission.

 

          Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to appoint Mary Boyle-Weisse to the Jury Commission for a 6 year term expiring April 30, 2011.  MOTION CARRIED.

 

          3. Rules of Procedure.

 

          Commissioner Bengry will put copies of his proposed changes in the Commissioners mail boxes prior to the next meeting.

 

          4.  Commissioner’s Concerns.

          5.  Resolution supporting UPCAP as a Single Point of Entry for Long Term Care.

 

          Tabled for more information.

          6.  Change date of Board meeting.

          Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to cancel the August 16, 2005 Board meeting so the Commissioners can attend the Michigan Association of Counties Conference on Mackinac Island.  MOTION CARRIED.

 

XI.   GENERAL PUBLIC COMMENT

       None.

XII.              COMMISSIONER’S CONCERNS

      Commissioner Ruohomaki requested having the county travel policy placed on the September 6 agenda for review.

 

       Commissioner Bengry stated in Commissioner’s Concerns in the past we have passed Board policy and that’s one of the reasons for doing something with commissioner’s concerns.  He has personal feelings about AFSCME and hope that is resolved in a hurry.  The MSP Investigators and the Michigan Treasury and MDOT are reviewing and auditing the Road Commission records – doesn’t know what the final results are.  Asked Commissioners to give ideas on the reclassification process in writing.
