PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki, and      Schultz.

 

          The meeting was called to order at 5:15 p.m. in the Delta County Probate Courtroom by Delta County Clerk, Nancy Kolich.

 

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the minutes of the April 12, 2005 meeting, and April 26, 2005 Committee of the Whole meeting.  MOTION CARRIED.

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received:  No written communications were received.

         Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

   X.  COMMITTEE REPORTS:

1. Building and Grounds Committee.

   a.  Minutes of 4-26-05.      

            V. 1.  Courthouse Issues.

                 

            Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the bids from the Grounds Nursery for $3,095 for the Service Center, $1,999 for the Courthouse, and $564 for the Michigan Works! Building for Spring clean up.  MOTION CARRIED.

 

            Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve the bids from Green Lawn Liquid Fertilizing, Inc. of $952.32 for the Service Center and $297.60 for  the Courthouse for fertilizing/weed control. MOTION CARRIED.

 

            Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the purchase of a lawn tractor from Four Season’s Small Engine for $8288 to be paid from the Service Center account.  MOTION CARRIED.

 

            Moved by Commissioner Bengry and seconded by Commissioner Nelson to receive and place on file.  MOTION CARRIED.

 

2.   Finance Committee.

   a. Minutes of 4-18-05.

       V.1. Ren Zone bills.

            Moved by Commissioner Schultz seconded by Commissioner Nelson to approve payment to the City of Escanaba of $146.40 for materials for the Ren Zone.  MOTION CARRIED.

        V.2. Deficit Elimination letter.

             Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Deficit Elimination letter. MOTION CARRIED.

 

        V.3. Bills and Payroll.

             Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve payment of the bills and payroll.  MOTION CARRIED.

 

        V.4.  40 hour request from Equalization.

        Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to approve 40 hour work week for Equalization for an additional 90 days.  MOTION CARRIED.

   

3. Personnel Committee.  

        a. Minutes of 4-19-05.

        III.B.1. Special Conference Recommendation–District Court.

 

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve settlement of the grievance as presented.  MOTION CARRIED.

 

        III.B.2. Special Conference Recommendation – Housekeepers.

        Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve   MOTION CARRIED.

 

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to receive and place on file.  MOTION CARRIED.

 

        V. 1. Relief Employee.

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve the hiring of a temporary vacation relief employee by the Administrator.  MOTION CARRIED.

 

        b. Minutes of 4-27-05.

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to receive and place on file.  MOTION CARRIED.

 

4.   Administrator’s Report

     Moved by Commissioner Bengry and seconded by Commissioner Schultz to receive the Administrator’s report and place on file.  MOTION CARRIED.

6. Computer Committee.

a. Minutes of 4-19-05.

       Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to table until the next meeting.  MOTION CARRIED.

 

    7. Committee of the Whole Recommendation.

     Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to establish a 911 Authority Model as recommended by Attorney Doug Van Essen following the Landfill Authority template.  MOTION CARRIED.

 

        Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to authorize going forward to the public with a millage election to be held August 2, 2005 to support a Delta County Central 911 Dispatch.  MOTION CARRIED.

 

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to explore the Voice Over Internet and cell phone assessments through legislation.  MOTION CARRIED.

 

   X. GENERAL ORDERS OF BUSINESS

 

      A. UNFINISHED BUSINESS

         1.  Audit Report.

         Ray LaMarche, Independent Auditor from Anderson Tackman presented the Audit of the 2003-04 Fiscal year. Moved by Commissioner Schultz and seconded by Commissioner Nelson to accept Auditor’s Report.  MOTION CARRIED.

 

         2.  Planning Commission Appointment.

         Moved by Commissioner Ruohomaki and seconded by Commissioner Schultz to appoint John Denholm to the Planning Commission.  MOTION CARRIED.

 

 B. NEW BUSINESS

    1.  Payment of Bills.

         Moved by Commissioner Bengry and seconded by Commissioner Nelson to pay the bills in the amount of $648,379.97.  MOTION CARRIED.

         

2.   Planning Commission Case 04-05-PC.

 

        Case 04-05-PC, Thomas and Linda Mullen, Fairbanks Township.  Moved by Commissioner Schultz and seconded by Commissioner Nelson to accept recommendation of Planning Commission to approve the request to rezone from Open Space to Resource Production.

       3. Approval of MDOT Contract for Airport.

 

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the MDOT Contract for Taxiways and Apron at the Airport little over $1,000,000 95% Grant, County share is $25,000. MOTION CARRIED.

 

       4. Approval of Construction Contract for Taxiways and Apron at Airport.

 

       Moved by Commissioner Bengry and seconded by Commissioner Schultz to approve the Construction Contract for Taxiways and Apron at the Airport. MOTION CARRIED.

 

       5. Request from AFSCME to meet in closed session.

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to honor AFSCME’s request to convene into executive session to discuss the union contract at 7:09 p.m.

        Treasurer Sandy Buckland requested to go into executive session as a co-employer.

 

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to reconvene into regular session at 7:35 p.m. MOTION CARRIED.

 No actions or motions were taken during executive session.

 

 XI.  GENERAL PUBLIC COMMENT

      Scott Groleau addressed the Board with his concerns regarding the Delta County 911 Central Dispatch and the make up of the 911 Authority.

 

XII.         COMMISSIONERS CONCERNS

       Commissioner Bengry moved and Schultz seconded to approve allowing Commissioners to attend a County Budget and Finance Workshop at Bay College on May 10th at a cost of $55 per person to be covered by the County.  MOTION CARRIED.

    

Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to put Wexford Reclassification Tool on the Agenda.  MOTION CARRIED.
