     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Schultz, and Ruohomaki

 

          The meeting was called to order at 5:25 p.m. in the Delta County Probate Courtroom by Delta County Chief Deputy Clerk, Sandra Dagenais.

          

 

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the minutes of the March 1, 2005 meeting, March 3, 2005 Committee of the Whole meeting and March 15, 2005 meeting. Bengry pointed out for the March 1, 2005 minutes that it shows him making a motion and 2nd.  Motion was carried to accept Minutes

           

   VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

         A.  Received: 

             1.  Thank you letter from Pathways.    

         B.  Forwarded: No written communications were forwarded.

 

VII.      REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

       Moved by Commissioner Schultz and seconded by Commissioner Nelson that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

VIII.           PUBLIC COMMENT ON AGENDA ITEMS

         Joel Erickson, a citizen of Escanaba was questioning the Renaissance Zone project.

 

          Kevin Dubord from Escanaba Township suggested that an Ad Hoc Committee be formed for 911 before any decisions are made.   

 

  X.  COMMITTEE REPORTS:

1. Building and Grounds Committee.

    

2.   Finance Committee.

   a. Minutes of 3-23-05.

       IV.2. Parks Loan.

            Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve the loan to the Airport and Parks Commission through the capitol outlay fund with repayment through timber sales.  MOTION CARRIED.

 

          3. Travel Policy.

              Moved by Commissioner Ruohomaki affirming Finance Committee Recommendation of one County Travel Policy and Adoption of the mileage chart and seconded by Commissioner Schultz. MOTION CARRIED.

        V.1. Ren Zone bills.

          a. City of Escanaba billing

               Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to pay the City of Escanaba invoice in the amount of $34,833.99 for the Renaissance Zone project.  MOTION CARRIED.

          b. Butch Quinn billing.

              Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment to Butch, Quinn Law Firm of $875.30 for services for the Renaissance Zone.  MOTION CARRIED.

 

3.  Requests from Prosecutor.

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the salary increase to $52,000 for the Chief Assistant Prosecutor.  MOTION CARRIED.

 

               Moved by Commissioner Nelson and seconded by Commissioner Schultz to grant the new Assistant Prosecutor a non-precedent setting three personal leave days and two floating holidays as requested by the Prosecutor.  MOTION CARRIED.

 

              Moved by Commissioner Nelson and seconded by Commissioner Schultz to approve the Prosecutor’s donation of case evaluation proceeds to the Alliance Against Violence and Abuse organization.  MOTION CARRIED.

      

4.  Quote from District Court re: furnishings

               Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the construction of the platform and bench for the hearing room at a cost of $2,000.

 

              6.  Quote for Portrait.

              Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve payment of 50% of the $837.40 for portraits of the two retired District Court judges for the District Courtroom.  MOTION CARRIED.

 

              9. Deferred Compensation Automatic Rollover requirements.

              Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve non-mandatory rollovers in Deferred Compensation.  MOTION CARRIED.

 

          Moved by Commissioner Schultz and seconded by Commissioner Nelson to receive the minutes and place on file.  MOTION CARRIED.

   

3. Personnel Committee.  

        a. Minutes of 3-23-05.

           Moved by Commissioner Bengry and seconded by Commissioner Nelson to receive and place on file.  MOTION CARRIED.

4.   Administrator’s Report

Moved by Commissioner Bengry and seconded by Commissioner Nelson go give Administrator Joe Erickson authority to pay $100.00 for Attorney fees for Delta County Tax Appeal.  MOTION CARRIED.

 

Moved by Commissioner Schultz and seconded by Bengry to write to the Legislature to keep the Grant for UPSET and Drug enforcement.  MOTION CARRIED.

 

     Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to receive the Administrator’s report and place on file.  MOTION CARRIED.

   X. GENERAL ORDERS OF BUSINESS

 

      A. UNFINISHED BUSINESS

         1.  Appointment to Planning Commission.

         Moved by Commissioner Bengry and seconded by Commissioner  Nelson to postpone appointing anyone to Planning Commission until next month.  MOTION CARRIED.

 

         2.  Appointment to the Pathways Board.

         Moved by Commissioner Schultz and seconded by Commissioner Ruohomaki to appoint Jimmy Bruce to the Pathways Board.  MOTION CARRIED.

 

         3.  911 Authority Implementation Costs.

         Moved by Commissioner Bengry and seconded by Commissioner Nelson to have a Meeting of the Whole April 21, 2005 at 11:00 a.m. at the Civic Center to meet with an attorney concerning the 911 Authority.  MOTION CARRIED.

 

          Bengry moved to accept the Expenditure of $1500.00 to pay the attorney for 911 Authority and seconded by Commissioner Ruohomaki.  MOTION CARRIED.

 

 B. NEW BUSINESS

    1.  Payment of Bills.

         Moved by Commissioner Nelson and seconded by Commissioner Bengry to pay the bills in the amount of $1,511,323.41.  MOTION CARRIED.

         

2.            Proclamation Resolution Head Start Month April 2005.

         Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to adopt a Resolution Proclaiming April as Head Start month.  MOTION CARRIED.

         

3.            Request from Solid Waste Management Authority for Resolution.

 

         Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to adopt the Solid Waste Management Resolution allowing for the Household Hazardous Waste program at the Delta County Landfill.  MOTION CARRIED.

 

        4.  Adoption of Resolution Crime Victims Week April 10th.

   Moved by Commissioner Bengry and seconded by Commissioner Nelson to adopt the Resolution proclaiming April 10th to the 16th Crime Victims’ Right Week. MOTION CARRIED.

 

   5.  Adoption of Community Services Block Grant Resolution of Support.

  Moved by Commissioner Nelson and seconded by Commissioner Bengry to adopt the Resolution of Support for the Community Services Block Grant.  MOTION CARRIED.

  

  6.  Contract for Administering the Delta County CDBG Housing Grant between CAA and Delta County.

 

  Moved by Commissioner Nelson and seconded by Commissioner Bengry approve the contract for administrating the Delta County CDBG Grant between the Community Action Agency and Delta County with the stipulation that Community Action Agency will come back in six months and if it is not working it will be turned back to State.  MOTION CARRIED.

         

       7.  Request for resolution of support for Airport Improvement Funding.

 

       Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve a resolution of support for the Airport Improvement Funding.  MOTION CARRIED.

 

       8.  Adoption of Wetland Permitting Resolution.

       Moved by Commissioner Bengry and seconded by Commissioner Nelson to adopt the Wetland Permitting Resolution as presented. MOTION CARRIED.

 

       9. Approval of contract for aircraft rescue and firefighting training.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the contract for aircraft rescue and firefighting training, the county costs is $1,188 with the State paying $5,500.  MOTION CARRIED.

         

          Commission Schultz excused himself at 6:30 p.m. because he had a previous engagement.

 

10. Planning Commission cases from 3-14-05 meeting.

 

        Case 2-05-PC, William and Karen Pilon, Nahma Township.  Moved by Commissioner Bengry and seconded by Commissioner Nelson to accept recommendation of Planning Commission not to approve the request to rezone from Resource Production to Lakeshore/River 2.

XII.         COMMISSIONERS CONCERNS

       Commissioner Nelson moved and Bengry seconded to move  ahead with televising the County Board Meetings by having the Meetings tape delayed or at the City of Escanaba. MOTION CARRIED.

    

  Commissioner Elegeert brought to the attention to the board that there is a statutory meeting April 12, 2005.

 

  Commissioner Bengry moved and Nelson seconded to cancel the April 19, 2005 meeting.  MOTION CARRIED.

 

 XIV.  ADJOURNMENT

 

     Moved by Commissioner Bengry and supported by Commissioner Nelson to adjourn at 6:55    p.m.
