     A Regular meeting of the Delta County Board of Commissioners was held this date, pursuant to the following call:

     A Regular Meeting of the Delta County Board of Commissioners is scheduled for Tuesday March 15, 2005, at 5:15 p.m. in the Circuit Courtroom of the Delta County Courthouse.

ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, Ruohomaki and                                      Schultz.

 

ABSENT:   None.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

          

Addition to the Agenda.

          Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to add item 4. Letter in support of the United Way of Delta County Grant Application to the Agenda.  MOTION CARRIED.

 

V.   APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING

     Approval of the minutes of the March 1, 2005 minutes was tabled until the April 5, 2005 meeting.       

                     

VI.   PRESENTATATION OF WRITTEN COMMUNICATIONS

      A.  Received:  No written communications were received.    

      B.  Forwarded: No written communications were forwarded.

          1.  Letter to Dr. Alkins, President of Bay College.

          2.  Letter to Prosecutor Parks.

 

VII.       REPORTS OF STANDING AND STATUTORY SPECIAL COMMITTEES AND OTHERS

    1.  Pinecrest Board of Trustees minutes of 2-24-05.

      Moved by Commissioner Bengry and seconded by Commissioner Nelson that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

VIII. PUBLIC COMMENT ON AGENDA ITEMS

      None.     

X.    COMMITTEE REPORTS:

 1. Building and Grounds Committee.     

 2. Finance Committee.

 3. Personnel Committee.

 4. Administrator’s Report. 

         1. Timber Sale Contract:

         Moved by Commissioner Schultz and seconded by Commissioner Nelson to authorize the Airport and Parks Board to execute a timber cutting contract for a parcel at the Airport.  MOTION CARRIED.

 

         2.  UPACC Conference.

         Moved by Commissioner Bengry and seconded by Commissioner Nelson to allow for out of county travel expenses for the County Commissioners and the Administrator to attend the UP Association of County Commissioners Conference in Brimley on May 6th and 7th.  MOTION CARRIED.

             

         Moved by Commissioner Nelson and seconded by Commissioner Bengry to receive the Administrator’s report and place on file.  MOTION CARRIED.

   X. GENERAL ORDERS OF BUSINESS

 

      A. UNFINISHED BUSINESS              

 B. NEW BUSINESS

    1.  Payment of Bills.

         None.

2.            2005 Remonumentation Plan.

         Moved by Commissioner Schultz and seconded by Commissioner Nelson to approve the Remonumentation Plan as presented.  MOTION CARRIED.

         

3.            911 Taskforce.

         Howard Keeton gave a presentation to the Board with his findings regarding a Delta County Central Dispatch.  Recommended setting up a 911 Authority and gave the options for funding. 

        

         Moved by Commissioner Nelson and seconded by Commissioner Bengry to authorize 911 Coordinator Captain Berbohm to send a letter to SBC requesting an increase in the monthly line charge supporting E911 to 4% of the highest county phone line to a maximum rate of $.80 per phone line.  MOTION CARRIED.

 

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to form an Ad Hoc Committee including Commissioners Nelson, Ruohomaki, Administrator Erickson and Captain Berbohm.  MOTION FAILED.

        Moved by Commissioner Schultz and seconded by Commissioner Nelson to authorize Captain Berbohm to contact Douglas Van Essen and start the process for establishing a 911 Authority.  MOTION CARRIED.

 

        The Board thanked Howard Keeton for the fine job on the 911 Taskforce.

 

        4.  United Way of Delta County Request.

   Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki approving a letter of support of the United Way’s application for a Hannahville 2% Grant.  MOTION CARRIED.

 

  XI.  GENERAL PUBLIC COMMENT

       Judi Schwalbach, Mayor of Escanaba, addressed the Board thanking them for their support of the 911 issue.

 

XII.         COMMISSIONERS CONCERNS

 

XIII.    Appointments to Pathways Board.

      Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to reappoint Commissioner Schultz to the Pathways Board term ending March 31, 2008.  MOTION CARRIED.

 

 

 

 XIV.  ADJOURNMENT

       Moved by Commissioner Nelson and supported by Commissioner Bengry to adjourn at 6:35 p.m.
