ROLL CALL

PRESENT:  Commissioners Bengry, Elegeert, Nelson, and Ruohomaki.

EXCUSED:  Commissioner Schultz.

          The meeting was called to order at 5:15 p.m. in the Delta County Circuit Courtroom by Delta County Clerk, Nancy Kolich.

          

Addition to the Agenda.

          Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to add item 9. Bay College Letter in Support of Automotive Program to the Agenda.  MOTION CARRIED.

 

   V.     APPROVAL OF BOARD MINUTES OF PREVIOUS MEETING       

          Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to approve the minutes of the February 1, 2005 meeting.  MOTION CARRIED.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson that the Communications and Reports of Standing and Statutory Committees and the Reports of Special Committees and Others be received and placed on file.  MOTION CARRIED.

 

VIII.           PUBLIC COMMENT ON AGENDA ITEMS

          Paul Neumeier addressed the Board with his concerns regarding the Renaissance Zone Grant monies.   

 

X.   COMMITTEE REPORTS:

1. Building and Grounds Committee.

    

2.   Finance Committee.

   a.  Minutes of 2-1-05.

       V.1. Ren Zone bills.

        a.  Oberstar Payment request No. 4.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to pay Oberstar pay request #4 in the amount of $456,742.28.  MOTION CARRIED.

 

        b.  Transfer of County Share of Project into 410 fund

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to transfer of balance of the county share of funds into the 410 fund.  MOTION CARRIED.

 

        c.  City of Escanaba billing.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to pay the City of Escanaba invoice for the Renaissance Zone project.  MOTION CARRIED.

       V.2.  Maximus Contract.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve a one year contract with Maximus, not to exceed $7,750, to develop a cost allocation plan for recovery of funds due the county from State and Federal programs.  MOTION CARRIED.

     

       Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to receive the minutes and place on file.  MOTION CARRIED.

 

    b. Minutes of 2-23-05.

       V.1.b.  Renzone bills.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to pay the URS bill in the amount of $2,940 for services for 10/30/04 – 1/28/05.  MOTION CARRIED.

 

       Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to pay the City of Escanaba $253.27 for pipe for the Ren Zone.  MOTION CARRIED.

 

       V.3  Bills and Payroll.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to pay bills and payroll.  MOTION CARRIED.

 

       V.4.b.  Request from Clerk for 40 hour work week.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve 40 hour week at the Clerk’s discretion with documentation of hours.  MOTION CARRIED.

 

       V.5.  2005 County Mileage Rate.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve mileage rate of .405 per mile to match federal and state standard, effective March 1, 2005.  MOTION CARRIED.

 

       V.7.  Request from ASFCME regarding 90 day retro pay.

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve 90 day retro pay from date full Board approves the reclassification.  MOTION CARRIED.

 

       Moved by Commissioner Nelson and seconded by Commissioner Bengry to receive the minutes and place on file.  MOTION CARRIED.

3. Personnel Committee.  

        a. Minutes of 2-9-05.

           V.1. Administrative Duties of the County Administrator.

           Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to approve vacation policy for department heads.  MOTION CARRIED.

 

           Moved by Commissioner Bengry and seconded by Commissioner Nelson to receive and place on file.  MOTION CARRIED.

 

        b.  Minutes of 2-18-05.

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to approve Board Rules of Procedure.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve Animal Control reclassifications from level 7’s to a level 10 and a level 8, with 90 days of retroactive pay.

e.          Special Conference 2-24-05.

        Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to deny the AFSCME union request to add pay grade levels 13 and 14 to the union contract.  MOTION CARRIED.

 

   Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to receive the minutes and place on file.  MOTION CARRIED.

  

4.   Administrator’s Report.            

     Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to receive the Administrator’s report and place on file.  MOTION CARRIED.

    1.  Payment of Bills.

         Moved by Commissioner Ruohomaki and seconded by Commissioner Nelson to pay the bills in the amount of $1,511,323.41.  MOTION CARRIED.

         

2.            Presentation by Mike Falcon, Chairman of Airport and Parks Commission.

 

         Moved by Commissioner Ruohomaki and seconded by Commissioner Bengry to approve a loan to the Airport and Parks Commission for up to $20,000 plus interest for up to 3 years to upgrade the Parks electrical campground hook-ups to be repaid by timber sales.  MOTION CARRIED.

         

3.            Request from Planning Commission Chairman to appoint replacement.

 

         Moved by Commissioner Nelson and seconded by Commissioner Bengry to request clarification from the Prosecuting Attorney on whether Road Commissioner John LaTulip can serve on the Planning Commission because he is a county elected official.  MOTION CARRIED.

 

        4.  John Nelson, Region One Project for FIA.

   John Nelson from the FIA addressed the Board stating that the FIA does not have a funding source to pay the County for the regional electronic transactions for the FIA funds.  The County does get to keep the interest generated, however.

 

   5.  Report from Clerk re:  Televising Board Meetings.

  Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to publish a synopsis of the Board meetings, post the minutes on the website and to broadcast a tape of the meeting on Charter.  MOTION CARRIED.

  Moved by Commissioner Bengry and seconded by Commissioner Ruohomaki to send the publishing and broadcasting of the Board meetings to the Finance Committee for appropriations.  MOTION CARRIED.

         

        6.  Approval of CDBG Grant Agreement between MSHDA & Delta        County.

 

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to approve the CDBG Grant Agreement between MSHDA and Delta County as presented.  MOTION CARRIED.

 

        7.  Request from Crawford County re:  SB 1105.

        Moved by Commissioner Nelson and seconded by Commissioner Ruohomaki to adopt a resolution in support of SB1105 regarding the DNR making its payment in lieu of taxes. MOTION CARRIED.

        8.  Payroll Problem.

        Moved by Commissioner Bengry and seconded by Commissioner Nelson to send to Personnel Committee and Administrator Erickson  to make recommendation to the Board.  MOTION CARRIED.

 

9.          Letter to Bay de Noc Community College in support of Automotive Program.

 

        Moved by Commissioner Nelson and seconded by Commissioner Bengry to send letter of support of the Automotive Program to Bay College.  MOTION CARRIED.

 

  XI.  GENERAL PUBLIC COMMENT

       Eric Husbye addressed the Board with his concerns regarding the Road Commission and bonds covered by the County.

 

       William Charon addressed the Board with his concerns of rules of order at the Board meetings.

 

       Rory Mattson, Delta Conservation District, updated the Board that the corner on M-35 near the Airport will be cleared next week. Moved by Commissioner Bengry and seconded by Commissioner Nelson to have Administrator Erickson do a phone poll with the Commissioners and the Airport and Parks Commission to authorize his signature on a contract with St. John Logging, if necessary.  MOTION CARRIED.

      

       Sara Porter addressed the Board with her concerns regarding payroll problem.

 

XII.         COMMISSIONERS CONCERNS

XIII. NOTICES

There will be a bus trip to tour the Negaunee State Police Post 911 Central Dispatch System on Thursday March 3, 2005.  The bus will leave from the DATA bus depot at 9:30 a.m. and pick up passengers at Gladstone City Hall, Jack’s Restaurant in Rapid River and the Baldwin Township Hall.
